Russia’s refined fuel shipments declined in early October before the government loosened a diesel export ban.

Total seaborne oil-product exports dropped to just 979,000 barrels a day in the first 10 days of the month, according to Bloomberg calculations based on Vortexa data. Diesel and gasoil shipments fell 11% from daily average levels seen in September, while naphtha was down 4%.

Flows may start to recover later this month because Moscow has begun easing restrictions on diesel exports following a deal between US President Donald Trump and Vladimir Putin to release Russian fuel into the market. The agreement was effective Oct. 11, but it may take two to three weeks for shipments to be sent to the US as contracts need to be finalized.

Russia curtailed diesel sales overseas to protect domestic supplies after repeated Ukrainian attacks on its refineries disrupted production. A recovery remains vulnerable, with Ukrainian President Volodymyr Zelenskyy vowing to resume attacks on Russian plants in response to continued strikes on Ukraine. Russia has also said it plans to continue importing some gasoline at least until the end of the year.

Shipments of diesel, or gasoil, slumped to 146,000 barrels a day in the first 10 days of October, the lowest volume in Vortexa data going back to the start of 2016. Naphtha flows dropped to 299,000 barrels a day, while fuel oil climbed marginally to 534,000 barrels a day. No gasoline or jet fuel shipments were observed during the period. NOTE: Cargo volumes are likely to be revised as more details emerge.
