If Vladimir Putin acquires Donbas, Russia significantly strengthens its industrial base, and becomes a larger threat to Europe and the U.S. Realizing that President Trump’s power likely will be weaker post-midterms, Mr. Putin is pressuring Mr. Trump to support Russia.
