Hong Kong has taken another step towards building itself into an international gold trading hub, after confirming deals that will see gold refineries localise production in the city.
The addition of the local refineries will allow Hong Kong to form a complete gold trading ecosystem, boosting belief in the city’s ability to become a trusted global gold vault, according to analysts.
“Hong Kong has been substantiating the idea of a global gold hub now that it no longer needs mainland-based refineries to process the precious metal,” said Ding Haifeng, a consultant at Shanghai-based financial advisory firm Integrity.
“A marriage between Hong Kong’s financial system and the mainland’s demand for physical gold is highly likely to give birth to a global gold vault, which could become a key market for price setting.”On Thursday, the Office for Attracting Strategic Enterprises (OASES) – a government unit tasked with attracting companies of strategic importance to Hong Kong – signed agreements with Swiss-based Valcambi and Chinese firm Point Gold International to establish local gold refineries in the city.
The deals are part of a wider push by Hong Kong to raise its gold storage capacity to more than 2,000 tonnes within three years.
The city previously focused on the processing trade – shipping gold materials to the mainland for refining, before re-exporting them – but is now moving into storing finished gold products.
The latest deals came just two weeks after Secretary for Financial Services and the Treasury Christopher Hui Ching-yu visited three Swiss refineries, including Valcambi, as Hong Kong courts the world’s leading gold processors.

The city ultimately aims to create a broad gold ecosystem that can attract global traders, processors, consumers and even central banks, as it strengthens its capabilities across trading, clearing and storage.
In May, Hui said gold could serve as a “potential bridge” between conventional and new forms of finance, as he envisioned more derivative trading, such as tokenised gold trading via the blockchain.
In July, Hong Kong’s new gold clearing and settlement system, Precious Metals Central Clearing, began trial operations, with Chief Executive John Lee Ka-chiu describing the move as a milestone for the city’s gold hub ambitions.
New York and London are currently recognised as the world’s leading gold vaults. Over the past decade, China has also been liberalising its gold market in Shanghai, inviting more international investors to buy and sell bullion listed on the Shanghai Gold Exchange.
Hong Kong’s push to transform itself into a global gold trading hub also aligns with Beijing’s diversification of its foreign reserves, which has seen it increasingly buy gold, according to analysts.
