MPs warned Andy Burnham his pledge to re-industrialize Britain risks falling short as current policies fail to match his rhetoric and continue to favor services over manufacturing.
Burnham named re-industrialization as a key priority shortly before he became Prime Minister and said he wanted to revive economies and jobs in postcodes across the UK - not just urban centers. That’s a message he reiterated at Labour’s annual conference last month.
But days ahead of Chancellor of the Exchequer John Healey’s first budget, and with Burnham promising to detail a 10-year plan for the UK within weeks, Labour lawmakers lamented a lack of progress and ambition in the industrial push. They warned ministers don’t appear united around the need to invest in sectors beyond city-based services.
There’s “a long term economic orthodoxy in the country wedded to the idea of a service economy and buying stuff cheaply,” Andy MacNae, a Labour Member of Parliament who chairs the party’s Reindustrialisation Research Group. He added that while creating manufacturing jobs was popular, there was a focus within government “on GDP growth, which is primarily created in cities.”

The government said it’s taking action through its existing Modern Industrial Strategy and sectoral jobs plans, pointing to £390 billion ($522 billion) of private investment announcements secured since July last year.
“This is supporting both manufacturing and services to drive economic growth in every postcode,” the government said in a statement. “We are backing manufacturers by cutting electricity costs and investing in industries from automotive and defense to space and critical minerals.”Allies of Business Secretary Jonathan Reynolds said he was fully committed to the plans and shared the ambitions of the premier. They pointed to recent interventions around steel nationalization and inward investment of the automotive sector, citing McLaren, Bentley and Nissan.
Reynolds is also expected to set out more details of the government’s strategy for industrialization in the coming months, according to a people familiar with the plans.
Lorraine Beavers, who represents Blackpool North and Fleetwood in northwest England, said she would back proposals to invest in infrastructure - the lack of which has damaged industry in her constituency.
“Dendustrialization is still continuing in my area,” she said. “I just hope for investment in areas like mine and that we start to change the managed decline and begin making things again. I need to see this commitment in the Budget, the 10 year plan, in the spending review.”MP are pushing for greater involvement in shaping the policy to prevent a reheated version of the industrial strategy, published under Keir Starmer and Rachel Reeves, which prioritized eight sectors including clean energy, digital, advanced manufacturing and financial services, but eschewed traditional manufacturing beyond the defense sector.

MacNae, who represents a rural seat in northwest England dotted with former industrial towns, warned against simply reworking that strategy, which he said “doesn’t deliver jobs in places that have been left behind.”He told Bloomberg there’s a need to ensure the production of fuels, critical minerals, energy, food and fertilizer.
Steve Yemm, who represents Mansfield in the East Midlands, said government must “turn ambition into practical action,” building capacity in new industries while also supporting traditional ones. He added that “energy costs are one of the biggest barriers to investment and growth,” calling for more government support for businesses in that area.
“Affordable energy and a fair approach to carbon costs matter across the board,” Yemm said. “We can pursue our climate goals while creating good jobs and strengthening British industry. The challenge is to make sure the transition works for the businesses, workers and communities that depend on industry.”MacNae’s group has written to Healey seeking an expansion of the British Industrial Competitiveness Scheme, which reduces electricity bills for some 10,000 manufacturers nationwide. They called for the program to be extended to all manufacturing, mining and quarrying, and urged Burnham to commit to a target of creating one million jobs in production over the next decade.

Henry Tufnell said energy production is also important for both the local economy in his constituency in southwest Wales, and for national energy security. He warned that a refinery in his South Pembrokeshire seat “has been hit really hard by carbon taxes” and that there was a danger of ending up with the “offshoring of emissions to a third country where there is lower environmental regulation and we just lose jobs.”Tufnell said there was a lack of urgency from government officials and some ministers to drive the re-industrialization policy forward, although he welcomed the decision to approve Jackdaw gas drilling in the North Sea as a positive step.
“The rhetoric is good and there are policy signals now that indicate a more pragmatic approach,” Tufnell said, adding that the starting point makes it hard to turn the direction around. “We are excluding the industries that have sustained jobs in many parts of the country and for some reason people in Westminster and Whitehall look down their noses at these jobs and don’t give them the weight they deserve.”
