Russian authorities have allowed grain vessels to depart from the Azov Sea for the first time since July, raising hopes for the reopening of a crucial export route for the world’s top wheat supplier.
Temporary clearance was granted by the Azov Sea port authorities for ships to leave the Temryuk and Kavkaz ports, according to three people familiar with the matter. At least one vessel already passed through the Kerch Strait to the Black Sea, the people said.
Russia and Ukraine account for more than a quarter of the global wheat trade and escalating attacks between the two nations have damaged ports and vessels in the Black Sea and Azov Sea region, choking off wheat shipments and causing prices to spike to a three-year high in August.
Wheat futures prices fell as much as 2.8% in Chicago on Wednesday, extending a drop to the lowest level since July 1.
Still, with no ceasefire in place, allowing ships to leave the Azov Sea doesn’t solve the export problem. Ships are still seen at risk of being hit by drones while crossing the Black Sea.

“Initial market reaction was brisk to the downside,” said Bertrand Oesterle, a commodity broker and vice president with StoneX. “Few believe a reopening of ports will significantly alter the risk outlook.”Pre-escalation, the Azov Sea typically handled about a third of Russia’s seaborne wheat exports.
The clearance window for the Azov opened on Monday, said the people, who asked not to be named because they aren’t authorized to speak publicly. Those ready to sail and with crews in place can apply for permission to leave, they said.
