The opening of the first regional office of an international legal body in Hong Kong will cement the city’s position as a global law hub, support its drive to attract global organisations and talent while deepening regional cooperation in legal issues, Chief Executive John Lee Ka-chiu has said.
Lee’s remarks came as the International Institute for the Unification of Private Law (Unidroit), an independent intergovernmental body that aims to modernise and coordinate cross-border private law, officially opened its Asia-Pacific Liaison Office in the city on Monday, its first branch outside its headquarters in Rome.
“The liaison office will serve as a focal point for enhanced engagement with member states and stakeholders in the region,” Lee said at the opening ceremony, which also marked the opening of the Department of Justice’s annual Legal Week.
“Such legal cooperation is essential in a city that thrives on openness, connectivity and rules-based international order. We strive to attract global organisations and talent, enable international legal cooperation and position Hong Kong as a superconnector and super value adder for East and West.”Lee described Hong Kong as an ideal home for Unidroit’s first regional office, citing the city’s strengths as an international legal, trade and financial centre, its robust rule of law and deep pool of legal talent.

Highlighting the presence of other international legal bodies in the city, including the headquarters of the International Organisation for Mediation, the Hague Conference on Private International Law’s Regional Office for the Asia-Pacific and the Hong Kong International Legal Talents Training Academy, Lee said the new office would benefit from cooperation with these institutions. Lee also expected the new office to broaden its engagement with other regional jurisdictions.
Speaking at the same event, Secretary for Justice Paul Lam Ting-kwok said the new office would provide a stable, convenient and effective platform in the Asia-Pacific region to support the development of international private law.
“The liaison office will help to bring expertise closer to where it is needed. It will give the region a stronger and closer connection to Unidroit’s work,” Lam said.
“Hong Kong offers a unique and distinctive platform where international and regional institutions can and will work in closer proximity with greater continuity and impact.”Lam added that the concentration of international legal institutions in the city would create synergy, foster closer day-to-day exchanges and better outreach and capacity-building programmes, and provide more accessible points of contact for governments and stakeholders.
Ignacio Tirado, secretary general of Unidroit, said the new office underscored the organisation’s growing focus on the Asia-Pacific and its aim to expand membership and engagement in the region, a major driver of social and economic development.
He lauded Hong Kong’s bilingual common law system and international outlook, which made the city an ideal location for the organisation’s presence in Asia.
“Its outstanding judges, leading arbitrators and internationally experienced lawyers encounter precisely the cross-border questions that concern Unidroit,” Tirado said.
“For an organisation whose authority rests on technical quality and practical usefulness, this community is an exceptional partner.”Tirado also highlighted that Hong Kong’s outstanding universities and research capability offered a remarkable setting to link research, practice and public service, while the presence of other international institutions created opportunities to share networks and coordinate training.
Founded in 1926, Unidroit is one of the “three sisters” of international private law, alongside the United Nations Commission on International Trade Law and the Hague Conference on Private International Law.
With 65 member states, including major economies such as China, the United States and India, the organisation aims to modernise, harmonise and coordinate private and commercial law between states and groups of states through the formulation of uniform law instruments, principles and rules.
