TOKYO -- Japan's major nonlife insurers are seeing a surge in inquiries about cyber insurance, which compensates companies for losses caused by cyberattacks, as a string of recent data breaches heightens interest even among small and midsize businesses.

At Tokio Marine & Nichido Fire Insurance, the number of consultations with companies about cyber insurance policies in October was triple the monthly average recorded during the April-September period.

"We'd like to support companies that come under attack so they can respond as quickly as possible," said Daisuke Kyogaku, a cyber risk specialist at a Tokio Marine group company.

Sompo Japan Insurance has begun receiving inquiries from small and midsize companies seeking coverage as soon as possible. Some companies that already hold cyber insurance are also asking for higher payout limits.

Sompo said inquiries have roughly tripled from September levels following major cybersecurity incidents including unauthorized access at Japan's GMO Internet Group and the discovery of a critical vulnerability in the widely used PHP programming language.

Cyber insurance covers losses arising when a company's computers, servers or websites are targeted by cyberattacks. Policies typically cover compensation payments related to personal information leaks, such as customers' names and email addresses, as well as costs associated with strengthening security measures after an incident.

Coverage often extends to goodwill payments made to users after unauthorized access incidents.

Premiums vary depending on policy terms, but "typically range from hundreds of thousands to millions of yen per year," according to a major insurer. Sompo estimates that a logistics company with sales of 3 billion yen ($19 million) would pay roughly 30,000 yen a month for coverage.

The number of cyber insurance contracts has been growing steadily over the medium to long term. According to the General Insurance Association of Japan, the nine member insurers offering cyber insurance had a total of 344,930 contracts in fiscal 2025, five times the level of five years earlier. Premium income doubled to 49.7 billion yen during that span.

Combined contract numbers at the top four insurers -- Tokio Marine, Sompo Japan, Mitsui Sumitomo Insurance and Aioi Nissay Dowa Insurance -- in April-September were up 6% on the year to 26,835, while premium income rose 14% to 19.7 billion yen, according to a Nikkei tabulation.

A 2025 survey by KPMG Japan found that roughly 60% of listed Japanese companies carried cyber insurance. But adoption among small and midsize companies remains much lower at around 10%, according to a survey last year from the General Insurance Association.

In the U.S., a June survey of around 1,200 companies by major insurer Travelers found that 70% of respondents had cyber insurance, the highest level since the survey began in 2018.

Meanwhile, more frequent cyberattacks could drive up insurance premiums. The potential for the worldwide spread of cyberattacks raises concerns about large, simultaneous insurance payouts.

There is a growing trend among nonlife insurers of encouraging businesses to take extra preventative security measures. In June, Tokio Marine & Nichido Fire Insurance launched a service for reviewing defense measures against cyberattacks affecting supply chains, including those targeting business partners.

As cyberattacks become more common, nonlife insurers are expanding their roles to include preventing damage from such attacks in addition to providing insurance.

In December, Sompo Holdings will begin offering a free service assessing cyber risks for companies with cyber insurance contracts. A subsidiary of MS&AD Insurance Group Holdings will offer a service to regularly update business partners of large corporations on cyber risks they face.

"It's possible that Japanese nonlife insurance companies will follow the example of overseas nonlife insurers and tighten eligibility requirements for buying cyber insurance," said Tomoo Murayama, president of a Japan subsidiary of major U.S.-based insurance broker Marsh.
