Democrat Shannon Taylor, a longtime Virginia prosecutor, is projected to unseat Rep. Rob Wittman (R-Va.) in Virginia’s 1st Congressional District, according to Decision Desk HQ, with Taylor ousting a Republican incumbent who has held the seat for nearly two decades. Taylor, the commonwealth’s attorney for Henrico County, defeated the 10-term incumbent in a district that had long been considered a Republican stronghold but grew increasingly competitive in the months leading up to the midterm elections.

Wittman first won the seat in a 2007 special election and had not faced a serious reelection challenge until this year. He defeated Democrat Leslie Mehta by nearly 13 percentage points in 2024, while President Trump won the district by roughly 5 points that year. The district, which stretches from the Richmond suburbs to the Northern Neck and Middle Peninsula, has become more competitive as suburban voters have shifted toward Democrats. The nonpartisan election handicapper Cook Political Report moved the race from “lean Republican” to “toss-up” in October, citing troubling trends for the longtime incumbent and a difficult political environment for Republicans.

Taylor emerged as the Democratic nominee from a crowded seven-way primary in August with 53 percent of the vote, defeating Salaam Bhatti and five other candidates. Taylor also secured the backing of Virginia Gov. Abigail Spanberger (D) and Sen. Tim Kaine (D-Va.). She also benefited from a significant advantage in outside spending.

While Wittman spent more on his own television advertising — outspending Taylor $2.2 million to $1.6 million through October — Democratic groups including the House Majority PAC and the Democratic Congressional Campaign Committee poured money into the race to support Taylor. Wittman received comparatively less outside support from national Republicans.

Democrats sought to attack Wittman by highlighting his history of stock trading while serving in Congress, making the issue a central focus of their s against the Republican incumbent. Wittman, meanwhile, attacked Taylor’s record as a prosecutor, questioning her handling of criminal cases during her tenure as the commonwealth’s attorney for Henrico County. Taylor has held that position since 2012, after previously serving as a prosecutor in Richmond. She highlighted her law enforcement experience throughout her campaign, including her role in prosecuting former Virginia state Sen. Joseph Morrissey (D) as evidence that she was willing to hold members of both parties accountable.
