TOKYO -- Japanese and South Korean stock markets fell on Thursday, with tech shares under pressure after the Democrats' emphatic victory in the U.S. midterm elections stoked expectations of tighter scrutiny in the artificial intelligence sector.
Japan's benchmark Nikkei Stock Average opened higher -- at one point rising over 400 points, or 0.7% -- before reversing course to fall over 1%. The blue-chip gauge was dragged lower by AI-related stocks, including memory maker Kioxia Holdings, which was down around 9%.
Shares in SoftBank Group, Advantest, Tokyo Electron and other companies connected to AI also declined.
With Washington moving from full Republican control to a divided government, "AI and data centers may face greater bipartisan scrutiny, potentially weighing on sentiment and delaying some projects, even without significant new legislation," said Tim Murray, capital markets strategist in the multi-asset division at T. Rowe Price.
That prospect prompted investors to sell AI-related stocks, hitting markets like Japan, South Korea and Taiwan, which have enjoyed robust export growth driven by demand for AI and semiconductor products.
South Korea's KOSPI at one point dropped around 5% on Thursday, led by a 9% plunge in index heavyweight SK Hynix and a 7% decline in Samsung Electronics. Taiwan's Taiex, which is heavily influenced by the shares of Taiwan Semiconductor Manufacturing Co., was down over 2%.
CNBC reported on Tuesday that voters opposed nearly all of 41 ballot measures across 10 U.S. states concerning the construction of AI-related data centers, with just one exception. The results suggest growing local resistance to data center projects, potentially complicating future expansion plans and posing a headwind to AI development in America.
Mainland Chinese stocks and Singapore's Straits Times Index were little changed in choppy trading.
Activity was more positive elsewhere, with Australian shares up around 2% and Hong Kong's Hang Seng Index nearly 3% higher.
The Democratic wave "represents a meaningful shift in the political landscape and has triggered an unwind of part of the political and geopolitical risk premium embedded in markets," said Lloyd Chan, senior currency analyst at MUFG Global Markets Research in Singapore, in a note.
Rystad Energy
He added that benchmark oil prices have "sold off sharply as markets price a greater probability of de-escalation in the Iran conflict, although the underlying geopolitical risk has not disappeared." Both Brent and West Texas Intermediate crude oil futures were trading lower on Thursday morning, with Brent falling back below the $100-a-barrel mark.
"A Democratic sweep changes the political cost of continuing the Iran war," said Claudio Galimberti, chief economist at Rystad Energy. He explained that, with control of both houses of Congress, lawmakers will have more leverage over the administration, increasing the likelihood of efforts to secure an agreement on the Strait of Hormuz. For oil markets, "a restoration of flows through the strait is what is ultimately needed for crude supply and product inventories to normalize." The selloff in Asian AI-related shares came despite a strong rally on Wall Street overnight, where the Dow Jones Industrial Average jumped 3% after President Donald Trump acknowledged the Democrats' election victory and signaled a willingness to work with the party. The tech-heavy Nasdaq also gained more than 1%, but AI-linked chipmakers underperformed, with Micron Technology and Nvidia falling 7% and 3%, respectively.
Takahide Kiuchi, executive economist at Nomura Research Institute, noted that a Democrat-controlled Congress will make it harder for the Trump administration to push ahead with aggressive tariff and Iran policies. "While Congress cannot fully block these actions, Democrats could challenge them through investigations, oversight and budget controls, especially by restricting funding for military operations," he said in a note.
For markets, this could reduce risks to Japanese exports and help stabilize oil prices by lowering the likelihood of further trade and geopolitical escalation, Kiuchi said.
However, the economist added that there is a near-term risk that a weakened Trump administration "could shift its focus from domestic issues to foreign policy and temporarily intensify tariffs or pressure on Iran before the new Congress takes office in January."
