The US added fresh sanctions targeting the few remaining foreign companies that do business in Cuba, expanding an economic pressure campaign that has left the island in dire financial straits.
Buried in the latest of batch of economic measures released by President Donald Trump’s administration on Thursday is language that allows Washington to go after any foreign company involved in “the electronics, manufacturing, marine, and technology sectors of the Cuban economy.”It’s unclear what specific industries the US might target, but analysts said it was so broad that virtually any part of the industrial sector could be hit. Beverage maker Pernod Ricard SA, for example, has manufacturing operations in Cuba as part of a joint venture it launched in the 1990s.

“Forcing a France-based company to disengage from its engagement with the Havana Club brand would be quite Trumpian in terms of hitting Cuba, hitting France, hitting the European Union — which will do nothing in response — and the coup de grâce, hitting President Emmanuel Macron,” said John Kavulich, president of the US-Cuba Trade and Economic Council.
An emailed request for comment sent to Pernod Ricard outside of European business hours wasn’t immediately returned.
Trump’s new broad language, along with sanctions that specifically targeted two state-owned Chinese defense and electronics companies, drew a strong rebuke from Beijing on Friday.
“China firmly opposes illegal unilateral sanctions and so-called long-arm jurisdiction that have no basis in international law and are not authorized by the United Nations Security Council,” Foreign Ministry spokesman Guo Jiakun said at a regular press briefing. “China will take all necessary measures to resolutely protect the legitimate rights and interests of Chinese companies.”Trump rolled out an executive order in May aimed at gutting key sectors of Cuba’s economy. Since then, the Treasury Department’s Office of Foreign Assets Control has added new people and entities to its blacklist almost weekly. But until now it has largely focused on the energy, tourism and mining sectors.
The pressure campaign has forced longtime allies and investors to flee, helped decimate an already weakened economy and pushed the island’s leadership to make free market reforms. But the sanctions still haven’t achieved Washington’s ultimate goal: forcing political change in a country that’s been ruled by the Cuban Communist Part for almost seven decades.
Trump’s actions “have made Cuba’s economy completely radioactive” for foreign investors, said Paolo Spadoni, a professor at Augusta University in Georgia whose work focuses on the island. Companies have to decide “do I want to continue to operate in Cuba or do I think about my broader business in the rest of the world?”Increasingly, they’re choosing the latter and abandoning the struggling island of 9.4 million people. In that sense, so much damage has already been done it’s unclear what additional pain can be exerted through the new measures, he said.
Signs of trouble abound on the island. The Cuban government says the US measures, which work in tandem with a de-facto fuel blockade, are unleashing a humanitarian crisis. More than 73% of all hotels have shut down and more than 20,000 hospitality workers have been let go. The island has seen seven national blackouts this year alone.
While Cuba did announce 176 reforms to liberalize the economy and bolster the private sector in the face of US pressure, it insists it won’t change its form of government.
On Thursday, Cuba Foreign Minister Bruno Rodríguez suggested that Trump’s electoral defeat this week — in which the Republican Party lost control of both the House and the Senate — should be a warning.
“Instead of listening to its citizens, the US government has announced new sanctions against Cuba in its stubborn determination to strangle the economy and cause the greatest possible harm to our people,” Rodríguez said in a post on X. “They will continue to fail.”
