The US State Department said the designations target the Cuban military's "illicit" revenue streams, energy supply networks, government "elites," and Chinese defense contractors supplying equipment to Havana's armed forces.

Concurrently, the Treasury Department's Office of Foreign Assets Control expanded secondary sanctions authority against any foreign person operating in Cuba's manufacturing, technology, electronics, and marine sectors.

In the wake of Washington’s latest moves, Cuban Foreign Minister Bruno Rodriguez wrote on US social media company X: "We denounce that over the past 10 months, the Cuban people have suffered an unprecedented reinforcement of the US economic blockade, the imposition of an energy siege equivalent to a naval blockade, and the application of secondary sanctions.”
