Prime Minister Sanae Takaichi holds a news conference after a Cabinet reshuffle at the Prime Minister's Office in Tokyo on Sept. 17. | POOL / VIA AFP-JIJI By Eric Johnston STAFF WRITER Oct 4, 2026 The autumn session of parliament, which begins Monday, could prove to be Prime Minister Sanae Takaichi’s defining political moment and determine her political fortunes in 2027, as her administration faces a series of tough challenges in getting controversial bills passed during the 69-day session scheduled to end Dec. 12.

政府拟提交的至少21项法案中,首要任务是一项将食品和饮料消费税从8%在两年内降至1%的法案,自2027年4月1日起实施,同时引入一项新的与收入挂钩的福利计划。

Among the at least 21 bills the government is set to submit, top priority has been placed on one that would reduce the consumption tax on food and beverages from 8% to 1% over a two-year period beginning April 1, 2027, along with introducing a new income-linked benefits program.

政府表示,减税和福利计划是为消费者提供救济的临时措施,但这将意味着每年5万亿日元的税收缺口。

The tax cut and the benefits program are, the government says, temporary measures to provide relief to consumers, though they will mean a revenue shortfall of ¥5 trillion annually.
