Japan plans to scrutinize unused government funds of as much as ¥7 trillion ($44.3 billion) as it looks to claw back money, curb spending and free up resources for Prime Minister Sanae Takaichi’s policy priorities.
The government plans to return money lying idle in existing funds to state coffers and shift toward multi-year spending commitments instead, according to a proposal submitted to a ministerial meeting Friday.
Takaichi has repeatedly pledged to cut wasteful spending to fund her agenda, establishing her own version of the US Department of Government Efficiency last year.
“Japan’s version of DOGE is essential to putting together a budget and tax system worthy of the Takaichi administration — one that balances building a strong economy and ensuring fiscal sustainability,” Finance Minister Satsuki Katayama told reporters after attending the meeting.
The initiative comes as Takaichi’s government prepares its budget for the fiscal year starting next April amid mounting pressure to finance a planned consumption tax cut, higher defense spending, investments in strategic industries and other needs.
Cutting back unnecessary spending and reclaiming unused budgeted funds could help curb bond issuance amid persistent concerns over Japan’s fiscal outlook. Those concerns helped push the yield on benchmark 10-year government debt to its highest level in three decades earlier this month.
“As we work through the budget process, we’ll coordinate closely with each ministry, scrutinize their requests and step up our efforts to thoroughly review spending,” Katayama said.
The amount DOGE will actually manage to claw back remains in doubt. When ministries voluntarily reviewed 121 national and local tax breaks as part of their tax reform requests in August, they identified just three for elimination.
Japan has about 200 funds with unused money and a combined balance projected to reach roughly ¥7 trillion by the end of fiscal 2027, according to the Finance Ministry.
The government is also targeting subsidies. The latest proposal outlines criteria for reviewing them, including whether programs overlap, whether they have clear exit strategies and if they remain justified by economic and social conditions. Subsidies totaled more than ¥34 trillion in this year’s initial budget, according to the ministry.
