The pace of decline in Russia’s crude production slowed in September as the country shipped more oil overseas, while its refiners remained under pressure.
The country pumped an average 8.643 million barrels a day last month, the Organization of the Petroleum Exporting Countries said in a report, citing secondary sources. That’s a drop of 38,000 barrels a day from the revised August average, which was down 174,000 barrels from July.
Russia’s oil industry is under severe strain, with producers needing to sell large volumes of crude abroad since Ukrainian attacks on the country’s refineries forced a number of plants to reduce or halt operations. Kyiv has been striking the sites in an effort to impair the Kremlin’s ability to finance its war in Ukraine.
While the intensity of attacks on Russian refineries dropped to a three-month low in September, the pace of strikes still outstripped the speed of repairs, preventing any meaningful increase in throughput. As a result, processing rates were below 4 million barrels a day on average, far less than the 5.4 million to 5.5 million-barrel-a-day seasonal norm before Ukraine’s campaign began.
Rystad Energy sees Russia’s daily crude-processing rates staying “steady” at 3.5 million to 4 million barrels if Ukraine keeps up the current pace of attacks. Although US President Donald Trump recently announced an “energy ceasefire” between the two countries, neither side appears to have agreed to such a halt. Kremlin spokesman Dmitry Peskov since said communication over a potential truce is continuing.
Russia’s crude production in September was 1.306 million barrels a day below its quota for the month in an agreement with OPEC+ allies.
Russia is shipping more of that crude to foreign markets amid ongoing hostilities in the Middle East and constrained supplies from the Persian Gulf. In the four weeks through Oct. 4, overseas crude shipments rose to 3.76 million barrels a day, the most since early August, according to tanker-tracking data compiled by Bloomberg.
