German Foreign Minister Johann Wadephul said Tuesday that Russia was not ready for a ceasefire and that sanctions should be strengthened to increase pressure on Moscow to halt attacks and return to the negotiating table.
在波兰首都举行的华沙安全论坛上，瓦德富尔对特朗普政府与俄罗斯达成的柴油交易提出批评。他强调，欧洲各国应坚持现有立场，在对俄制裁问题上绝不退缩。
Speaking during a panel discussion at the Warsaw Security Forum in the Polish capital, Wadephul criticized the Trump administration’s diesel deal with Russia. He stressed that Europeans should stay the course and not retreat on sanctions against Moscow.
谈及上个月在高层对话中断许久后与俄罗斯外长谢尔盖·拉夫罗夫在纽约的会晤时，瓦德富尔称此次会谈让他意识到俄方并无停火意愿。
Asked about his meeting with Russian Foreign Minister Sergey Lavrov in New York last month, after a prolonged pause in high-level dialogue, Wadephul said the talks showed him that the Russian side was not interested in a ceasefire.
“欧洲乃至德国国内有不少人问我们，问我为何不与俄罗斯人对话，”他说道，“如今我进行了这次会谈，结果你也看到了——结果非常糟糕，”他指的是俄罗斯对乌克兰民用能源基础设施发动的猛烈袭击。
“A lot of people in Europe and especially in Germany were asking us and me, why don’t you talk to the Russians?” he said. “So now I had that conversation and you saw the result. It’s a very dire result,” he added, referring to heavy Russian strikes targeting Ukraine’s civilian energy infrastructure.
这位德国外交掌门人指出，俄罗斯总统弗拉基米尔·普京目前正试图拖延战争，他认定这样就能在冬季让乌克兰陷入更加艰难的境地。
Germany’s top diplomat argued that Russian President Vladimir Putin was currently trying to prolong the war, calculating that he could put Ukraine in a more difficult position during the winter.
“他认为，通过拖延战争并利用冬季的军事优势，对他而言是更为轻松的选择，”瓦德富尔说道。他还强调，作为应对之策，西方国家应进一步强化制裁，以此向莫斯科施加更大压力。
“He thinks prolonging the war, taking the opportunities he has militarily during the winter, is the easier way for him,” Wadephul said, adding that, as a counterstrategy, Western nations should further strengthen sanctions to increase pressure on Moscow.
“我们必须洞悉他的判断逻辑与思维模式，从而改变他眼中的局势走向，”他说道，“唯有让他意识到拖延战争对他个人及其政权而言风险更大，这一目标才能实现。”此外他还提到，欧洲各国期望中国能发挥自身影响力，促使俄罗斯结束冲突并寻求外交解决方案。
“We have to look to his assessment, to the elements of his thinking and change the scenario for him,” he said. “Which is only within reach if he recognizes that prolonging the war is the more risky way for him personally or for his regime.”He also noted that European countries expect China to use its influence on Russia to help end the conflict and find a diplomatic solution.
“我们希望中国——这个对俄罗斯政权最具影响力的国家——能够明确告诉俄罗斯方面：他们必须立即停止这场战争。当然，我认为欧盟及其他欧洲国家所采取的这种明确而强硬的立场也非常重要。”瓦德菲尔说道。
“We expect that China, which has the greatest influence on the Russian regime, to really make them clear that they do have to stop this war. And, of course, I think this very clear and strict position from the European Union and from other European partners is very important,” Wadephul said.
