Türkiye-EU Customs Union talks to amend the agreement are progressing on a “case-by-case basis” to include areas such as e-commerce, public procurement, investments and agricultural products, the Turkish trade minister said.
Omer Bolat told reporters during his visit to Brussels that maintaining economic ties is just as important for the EU as it is for Türkiye, highlighting bilateral trade between Türkiye and the bloc, which has surged elevenfold over the past three decades to reach a record $233 billion.
He said the bilateral analysis had been completed, referring to the new Turkish public procurement law passed in late July, and that technical discussions with European counterparts were underway.
He noted that while the EU Council has yet to officially mandate the European Commission to launch Customs Union modernization talks due to the positions of certain member states, technical negotiations have begun.
“We’re making progress on a case-by-case basis since the relevant issues have come up and authorities of the European Commission are conducting negotiations with us,” he said.
Bolat also said intensive work has been underway for the past year to address the EU’s restrictive regulations proposed under the draft Industrial Accelerator Act (IAA).
The official warned that certain provisions in the draft could affect future investments and disrupt integrated supply chains, particularly in the electric vehicle (EV) and automotive sectors.
He also confirmed that communications were ongoing to convey Türkiye’s expectations and mitigate the potential economic impact of the proposed industrial regulations.
Bolat said the EU was coordinating with Türkiye in its legislative preparations on digital trade, as the country remains exempt from a newly implemented EU regulation imposing a fee of €3 ($3.36) per package.
He said political involvement by the European Parliament could have adverse effects, noting that many European officials also believe Türkiye should be included in the “Made in EU” origin framework. However, he added that the EU is ultimately a complex entity made up of diverse countries with differing economic interests, emphasizing the need to remain “calm and level-headed” on the matter.
Bolat added that he held intensive contacts in Brussels, making three official visits in the last three months following five visits last year, and said he expected positive developments from the talks.
