European Parliament President Roberta Metsola on Thursday criticized proposed cuts in the EU's next long-term budget, saying reductions in funding for civil protection, research and strategic infrastructure, and defense were incompatible with the bloc's growing challenges.
Speaking at a news conference on the sidelines of the European Council summit in Brussels, Metsola warned that the proposed cuts risk undermining the balance between new priorities and traditional EU policies.
"We cannot agree on Europe's ambitions and then cut the means to achieve them," she said.
Metsola highlighted a proposed 35% cut to civil protection funding, a 10% cut to the Horizon research programme, and a 14% cut to funding for strategic infrastructure and defense. "This, in our opinion, doesn't fly for us," she said.
Her remarks came amid an ongoing dispute between member states and the European Parliament on the bloc's next multiannual financial framework (MFF), with disagreements about funding priorities and how to finance the union's growing ambitions.
The EU aims to reach a political agreement on the 2028-2034 MFF by the end of 2026, allowing the necessary legislative acts to be adopted in 2027 and ensuring the new budget takes effect Jan. 1, 2028.
Deep divisions among member states and disagreements with parliament, however, could complicate the timeline.
Metsola said parliament was ready to work with EU leaders to reach a compromise but stressed that lawmakers would not simply endorse an agreement reached by member states.
"The parliament is not a rubber stamp and never will be," she said, adding that securing the necessary majority in the assembly would be challenging.
She noted that approving the next long-term budget would require 361 votes in parliament, stressing that any agreement must have the support of directly elected representatives.
Metsola also urged the introduction of new EU resources to help finance the next budget, saying it would ease pressure on national budgets and prevent the financial burden from being passed on to future generations.
