Colombian lawmakers early Tuesday approved a 16% budget increase, adding to investor concerns over the nation’s growing debt burden.

The Senate and lower house have now both greenlit a 635 trillion-peso ($201 billion) budget for 2027 proposed by the government.

Colombian bond yields have jumped since the government unveiled its spending plan in August. Nigel Chalk, the Western Hemisphere Department director at the International Monetary Fund, said last week that the nation’s fiscal situation is “unsustainable.”Colombian President Abelardo de la Espriella took office in August and is now in talks for a new IMF program to help deal with the fiscal ruin left behind by his predecessor.

His administration says the budget increase is needed to cover higher-than-expected spending on healthcare, pensions and interest payments, among other obligations.

Lawmakers kept overall spending unchanged from the government’s proposal, but shifted 8.4 trillion pesos from debt service to investment and the response to the devastating earthquake that struck western Colombia in August.

Colombia will receive an IMF technical mission in Bogota in November to continue exploratory talks on support for its fiscal stabilization efforts as it seeks to address what Finance Minister Miguel Gómez described as a critical fiscal situation.

“This is the first step to start recovering the stability of our economy,” Gómez said after the bill was approved in the lower house early Tuesday. “To generate growth and prosperity as we hope it will be in the coming years.”Attention will now shift to whether de la Espriella’s administration can win congressional approval for an adjustment plan equivalent to more than 2% of gross domestic product. Without corrective measures, the deficit could exceed 9% of GDP next year, according to the government’s own forecasts.
