With days left until the midterm elections, Texas Republican Gov. Greg Abbott reported raking in millions of dollars from the tech and data center industries — including $5 million from Elon Musk.

Abbott raised $26 million in the 30-day reporting period that ended Oct. 24, according to campaign finance records. At least $6 million of that haul came from Musk and others associated with tech and data center businesses, according to a POLITICO analysis.

Abbott’s opponent, Democratic state Rep. Gina Hinojosa, collected $17.5 million during the same period, including millions of dollars from unions and national Democratic groups and $1 million from Illinois Democratic Gov. JB Pritzker.

But Hinojosa was left with less than $1 million in her campaign account with roughly a week to go before the Nov. 3 election. Abbott’s main political action committee had about $8.6 million in cash.

Abbott pledged last year to make Texas the “epicenter” of artificial intelligence development. His staff also held a meeting last December with tech companies, power line builders and electricity officials two days before the state’s main grid operator rolled out a new framework to review data centers, POLITICO reported Tuesday.

In recent months, Abbott has ordered state agencies to temporarily halt permits for new data projects, although observers have questioned the firmness of the pause.

“I’m the one that is requiring guidelines and guardrails on data centers,” Abbott said Tuesday on Fox News, adding that the facilities need to be “additive” and improve communities.

But Hinojosa has sought to make Abbott’s ties to the tech industry — particularly to Musk — a campaign issue.

“This is the One Fight of this election: does Texas belong to the people, or is this the billionaires’ world and we just live here?”Hinojosa said in a statement Tuesday.

Several public polls have put Abbott ahead in the Texas governor’s race, with Hinojosa close behind and sometimes within the margin of error.

The fight over data centers, particularly their water use and impact on electric rates, has become a defining issue of the midterm elections. Half of Americans would oppose a data center being built within three miles of their home, according to recent results from The POLITICO Poll.

Hinojosa has argued that Abbott’s current data center pause is a farce, while Abbott’s campaign has accused her of hypocrisy. Hinojosa voted in favor of some data center tax incentives as a legislator, and she took a $125,000 campaign contribution from Jessica Livingston, one of the founding donors of OpenAI.

“She has built her campaign on the message that she is fighting billionaire and data center interests in Texas — yet, Hinojosa herself is being funded by an OpenAI [backer], millionaire and billionaire elites, and the progressive groups they bankroll, who share her crazy out-of-touch values,” Catherine Frazier, communications director for Abbott’s PAC, said in a statement.

Many Republicans and Democrats expect a crackdown on data centers in next year’s Texas legislative session as interest in the state remains strong among developers.

Musk, the world’s richest man, is one of the GOP’s biggest donors. He previously gave Abbott’s campaign $500,000 in this election cycle. His companies rely on data centers and have a notable footprint in Texas: SpaceX runs a rocket facility on the Gulf Coast, Tesla has a giant auto plant in the Austin area and the firms are planning a microchip factory outside Houston. The companies didn’t immediately respond to requests for comment Tuesday.

In addition to the donation from Musk, Abbott received $200,000 from the AI company Anthropic’s employee PAC, and $300,000 from Anthropic co-founder Tom Brown in the recent period.

Abbott also took $250,000 apiece from Dallas businessmen Harlan Crow and Ray Hunt, who’ve been involved in data center development, and smaller amounts from others in the industry.
