President Volodymyr Zelenskyy urged US Defense Secretary Pete Hegseth to sign deals ordering the transfer of Patriot air-defense missiles from third countries to Kyiv before winter.

“There are a few documents that he’s already signed and maybe he thinks he’s signed them all, but it is not so,” Zelenskyy told reporters at a briefing Tuesday, lamenting a small number of deals for delivering Patriots from reserves of Ukraine’s allies as US supplies slow. There are 23 Patriot missiles currently in limbo, he said.

Zelenskyy has repeatedly urged allies to help strengthen air-defenses as Russia intensifies missile and drone attacks on Ukrainian cities in an effort to force Kyiv into concessions with winter approaching. That’s as trilateral talks between the US, Ukraine and Russia are set to resume next month in the United Arab Emirates.

Zelenskyy also said Ukraine won’t attack ships carrying diesel from Russia to the US under a deal reached between President Donald Trump and his Russian counterpart Vladimir Putin. Trump announced the accord earlier this month and halted new sanctions on Russian energy exports in an effort to bring down fuel prices ahead of the Nov. 3 US midterm elections.

“These ships, nobody is going to touch,” said Zelenskyy, while expressing dismay at any gradual Russian return from economic isolation over the war.

A tanker carrying diesel left the Russian port of Primorsk last week and intermittently signaled New York, potentially marking the first such shipment under the agreement. It’s due to arrive in the US on Nov. 7, according to ship tracking data compiled by Bloomberg.

A total of three tankers carrying diesel from Russia are heading to the East Coast, with a fourth set to depart on Wednesday, Russian Deputy Prime Minister Alexander Novak said, according to local media.
