Uganda’s finance minister said the nation is committed to seeing through the latest currency volatility fueled by a combination of temporary shocks and deeper structural vulnerabilities.

The unit has weakened by 18% this year, making it the world’s worst-performing currency after the Bolivian unit, according to data compiled by Bloomberg.

Some of the pressures buffeting the currency are likely to ease as global conditions and market sentiment improve, Finance Minister Henry Musasizi said in an address to lawmakers on Tuesday. These include international oil and freight prices, weather-related disruptions associated with El Niño and foreign investors selling domestic securities.

“However, other challenges are structural; a narrow export base, dependence on imported fuel and substantial import requirements for oil projects ahead of first oil production,” he said.

Some recent policy responses including a jumbo interest-rate hike will “take time to work through the economy,” he added. The central bank increased its benchmark rate by 225 basis points to 12% at an emergency rate-setting meeting earlier this month.

It’s also intervened with dollar sales at least twice, dipping into its $7 billion reserves to help smoothen exchange-rate volatility. On Tuesday, the shilling posted its biggest gains against the dollar in more than a decade, recovering some ground after days of persistent weakness.

The currency pared gains and weakened 0.8% against the dollar to 4,408 by 11:40 a.m. in Kampala.

Authorities are committed to a market-determined exchange rate and will allow the economy to adjust to changes in external conditions, while leaning on reserves to provide a buffer against shocks.

“We are not committing public resources to defending a particular exchange rate,” Musasizi said. Prudent management of international reserves “must balance the need to address disruptive market conditions with the need to preserve the country’s capacity to meet external obligations.”
