Education Minister Jason Clare has pointed to a teen’s ChatGPT-linked suicide in the US as proof of why Australia needs Labor’s proposed internet safety laws.

The digital duty of care would threaten steep fines for all online services, such as social media and artificial intelligence companies, to build safety into the design of their platforms. That includes giving Australians the choice to opt-out of algorithms – the systems that decide what content people see when scrolling or browsing.

The legislation will go to a Senate inquiry after gliding through the House this week.

But the Coalition has already ruled out supporting it on free speech concerns, leaving the Albanese government to negotiate with The Greens.

Mr Clare appealed to the opposition to “think again” during Question Time on Thursday.

news.com.au 心理健康求助热线

“I was told the story the other day about a girl in Year 10 who was bullied so ferociously that she ended up in hospital,” he said. “These are just some of the messages that were sent to her online that the whole world saw. “‘Nobody likes you.’ ‘Everybody hates your guts.’ ‘You should kill yourself.’ “To the credit of the school – to the credit of her principal – they lobbied Snapchat, they lobbied Instagram, for months, to get this taken down, but to no avail.” Mr Clare said the digital duty of care would “make it easier to get this sort of stuff down quicker”. He went on to talk about Adam Raine, whose parents allege ChatGPT coached him into taking his own life last year. ChatGPT’s owner, OpenAI, has rejected responsibility, arguing in court that the 16-year-old’s “alleged injuries and harm were caused or contributed to, directly and proximately, in whole or in part, by Adam Raine’s misuse, unauthorized use, unintended use, unforeseeable use, and/or improper use of ChatGPT”. “Adam Raine used ChatGPT to help him with his homework,” Mr Clare said. “He started by asking it questions about geometry. Then he let it into his head. “He told it how he was feeling. And it suggested to him that he might want to consider suicide. It even offered to write the note for him. “Adam took his own life.” Mr Clare said the digital duty of care would “stop chatbots like this from fostering this kind of emotional dependence with children”. He added that parents are looking to government to help keep their kids safe online. “They want the bullying online to be taken down,” he said. “They want the smut – like those nudify apps – gone. They want the algorithms out – out of their kids’ heads, out of their lives. “That’s why I say, this is not about censorship. It’s not about freedom of speech. It’s about them. “And so I say to my colleagues and friends on the other side of the chamber – please think again about it. “It’s not too late to change your mind here and vote for this in the Senate.” The Coalition has repeatedly stated its support for child safety protections, but warned the digital duty of care in its current for carries censorship risks and executive overreach. news.com.au mental health helplines
