Putin’s possible attendance at the Group of 20 leaders’ summit in Florida in December would risk regularizing Russia’s return to international forums while its war in Ukraine continues, according to the European Union’s top diplomat Kaja Kallas.

The US invitation to the Russian leader “poses a lot of big questions,” Kallas said on Saturday in an interview with Bloomberg Television. It risks “normalizing the war crimes being committed every day now” in Ukraine, she added.

Her comments came after Sergey Lavrov attended this week’s G20 gathering in Atlanta, where several officials at the event refused to have their picture taken with the Russian foreign minister. Still, Lavrov’s attendance meant “we can also immediately fight back on these lies” from Russian officials, she said.

US President Donald Trump has invited Putin to the Florida G20 meeting, but the Kremlin has yet to say if he’ll accept.

Kallas said Lavrov had not been “constructive at all” at the Atlanta G20 meeting, pointing to his suggestion that Putin would meet Ukrainian President Volodymyr Zelenskyy if he traveled to Moscow, when neutral venues are available for talks. If Russia were serious about peace it would first stop attacks that were killing civilians, Kallas said, noting that July, August and September had been some of the deadliest months of the war for non-combatants.

Kallas welcomed the US decision to sell Patriot missile systems to Ukraine, but pushed back against any US pressure on NATO allies to soften their language about the Russian threat. “If you don’t talk about the threat, the threat is not going away,” she said, arguing that Europe must invest more in defense, and deprive Russia of the funding for its war machine.

Kallas also warned against steps that could encourage Moscow to believe divisions were opening up among Ukraine’s allies. Russia thinks “time is on their side” and has not moved “one inch” in negotiations because it is waiting for the West to offer concessions, she said.
