There was a rare flicker of drama in New Zealand’s election campaign some six weeks before Saturday’s ballot. Opposition Leader Chris Hipkins — a mild-mannered man fond of gardening, DIY and sausage rolls — got so fired up during a speech that he swore. Twice.
The offending words? “Bloody” and “bulls--t.”Tame enough that even the state broadcaster didn’t need to reach for the “bleep” button. And that’s about as spicy as Election 2026 got.
Labour’s Hipkins is facing off against Christopher Luxon, the incumbent prime minister and National Party leader. In the last election, Chris L. ousted Chris H. Opinion polls indicate they could swap places again.
Yet beneath the subdued campaign, in which Chris and Chris offered competing visions to bring down grocery prices, New Zealand faces the same voter fragmentation reshaping democracies elsewhere. The two main parties — National and Labour — are mainly polling below 30%, pushing their combined support near historic lows as voters drift to smaller parties.
Debates over cost-of-living pressures, environmental protections and Maori rights can be bitter, while rising unemployment and the weak economy have prompted tens of thousands of New Zealanders to leave, most of them for Australia. But so far, the country has avoided the populist pyrotechnics seen in countries such as the US, Italy and Argentina.
So why, in a world of Trump, Meloni and Milei, is this nation of 5 million people at the bottom of the world once again choosing between two guys called Chris?
One explanation is that New Zealand’s electoral system gives disaffected voters somewhere to go. Mixed Member Proportional, introduced in 1996 and modeled on the German system, grants New Zealanders two votes — one for a party, and another for a candidate in their electorate. The number of seats each party gets in Parliament is largely determined by its share of the nationwide vote, giving even smaller parties a realistic route to representation and making European-style coalition governments the norm.

A proportional voting system doesn’t necessarily prevent the rise of populism; just look at the recent state election success of the far-right Alternative for Germany. But it does often force populists to negotiate and compromise if they want to enter government.
In New Zealand, the nationalist New Zealand First party and its provocative leader, Winston Peters, have railed against the establishment for almost 30 years, demanding tighter immigration controls and a ban on foreign ownership of land and housing. But Peters is also a fixture of the establishment. He has served repeatedly as deputy prime minister or foreign minister, or both concurrently, under governments led by both major parties.
New Zealand First has acted as a pressure valve, says Ben Thomas, a former National government press secretary who now works as a political commentator and public relations consultant.
“They provided a political home for people who were angry about immigration, unhappy about free markets and deregulation or nostalgic for an earlier period when things seemed easier and simpler,” Thomas says. “But because they generally received somewhere around 5% to 10% of the vote and were the smaller partner … there was a credible explanation for why they couldn’t radically change government policy.”Lara Greaves, associate professor in politics at Victoria University of Wellington, says proportional voting has helped defuse voter unhappiness with the status quo. “People know they’ve got this valid option where their vote won’t be wasted” and smaller parties can influence coalition agreements, she says.

In other countries, frustration with minor parties’ inability to get things done has “really been channeled into the populist right,” she adds.
That doesn’t mean New Zealand is immune to the populist currents sweeping other democracies, but its electoral system appears to have helped keep them in check. In Australia, the far-right One Nation party, led by Pauline Hanson, has surged to about 30% in opinion polls, eclipsing the major parties, while Nigel Farage’s Reform UK party is averaging roughly 22% in British polling. New Zealand First has tracked at about 11% in recent opinion polls, almost double the 6.1% it got in the last election.
Another possible explanation for the low-key campaign is that New Zealanders currently prefer boring.
The country is emerging from an unusually personality-driven political period that saw Jacinda Ardern propelled to global fame during her roughly five-year stint as Labour prime minister.
Just 37 when she took office in 2017, Ardern was the world’s youngest female prime minister and electrified politics with her down-to-earth style and digital-native instincts for communication. Through a blend of empathetic leadership and skilled crisis management — closing the borders to keep New Zealand largely Covid-19-free during much of the pandemic — she won a historic reelection victory in 2020, resulting in the first and only single-party majority in Parliament since proportional voting was introduced.
But adoration for Ardern eventually gave way to intense hostility as the country grappled with a post-Covid economic downturn and a backlash against her pandemic policies. When she resigned as prime minister in early 2023, saying she didn’t have the energy to go on, Ardern was being targeted by extreme online abuse, according to research by the University of Auckland.

The two Chrises may represent a kind of post-Ardern hangover: a return to conventional politicians who inspire rather less intense feelings but are nevertheless focused on familiar concerns such as reducing household costs, creating jobs and balancing the budget.
Luxon, 56, had a successful corporate career that included a seven-year stint as the chief executive officer of Air New Zealand Ltd. before entering Parliament in 2020. He’s a proud family man and each Christmas shares a festive photo of himself, his wife and his two adult children wearing matching pajamas.
Hipkins, 48, has spent most of his adult life in politics. He entered Parliament in 2008 and held several ministerial posts before succeeding Ardern as Labour leader. He’s intentionally kept his two young children out of the spotlight.
Neither has the star power of Ardern, who has graced the covers of and , been the subject of a 2025 documentary and discussed her memoir, , with Oprah Winfrey last year.
Apart from political diehards, New Zealanders typically react to the current election with a shrug, perhaps an eye roll, and, if they can muster the energy, a plaintive “Why must it be so dull?”
The political commentariat has provided some light relief in its descriptions of the campaign: “dull and duller,” “the politics of meh” and, from Radio New Zealand’s podcast , “simultaneously the most unpredictable yet most dull election campaign in recent history.”Thomas says New Zealand has enjoyed a run of charismatic leaders, including Helen Clark, prime minister from 1999 to 2008 and later a senior United Nations official; John Key, who served from 2008 to 2016; and Ardern.
“I think Hipkins and Luxon are probably just a somewhat brutal reversion to the mean,” Thomas says. “Sometimes you just get lucky. Now we’re probably back to the caliber of leaders you might expect from a country of 5 million people.”New Zealanders may also be less susceptible to political extremes.
Kiwis like to think of themselves as easygoing, low-key and levelheaded, practical and tenacious — qualities embodied by perhaps the most famous New Zealander of all, Edmund Hillary.
Austrian-British philosopher Karl Popper spent about nine years in New Zealand in the late 1930s and 1940s, writing his influential work while teaching philosophy in Christchurch. New Zealanders, he wrote in his autobiography, were “decent, friendly and well disposed” — making it “the best-governed country in the world, and the most easily governed.”But populism is testing that easygoing self-image.
After New Zealand First failed to win enough votes to enter Parliament in the 2020 election, Peters made a political comeback in 2023, drawing support from voters who’d grown distrustful of the government after Covid-vaccine mandates and lockdowns. New Zealand First entered a three-way coalition with National and the libertarian ACT, and since then Peters has leaned more heavily into culture-war topics such as gender identity.
The party’s drift to the right, however, has opened space for the centrist Opportunity Party, whose leader, Qiulae Wong, is pitching herself as a modern, moderate alternative and may win its first-ever seat.

Danny Osborne, an associate professor in political psychology at Auckland University, says that while New Zealand politics are less tribal than in countries such as the US, the nation needs to remain vigilant.
“We need to keep our eye on the ball,” he says. While distinct aspects of New Zealand’s culture have made populist extremes less likely, “what we’ve seen globally in recent times means we can’t take that for granted.”
Thomas, meanwhile, has lost faith that New Zealand offers a bulwark against the forces reshaping other democracies. He says New Zealand First has become “more extreme, more illiberal or more populist.”
“We are just as susceptible to those global currents as everywhere else,” he says. “It just takes a little longer to get here.”
