Germany’s central bank president criticized the country’s slow progress in filling up natural gas inventories this summer, arguing that it risks fanning inflation if Europe has to boost expensive purchases this winter.
“I found it strategically maybe not the best decision when we learned after the last winter that the storage of gas” went down, Bundesbank chief Joachim Nagel said Monday during a speech in Sorrento, Italy. “It didn’t speed up at the beginning of spring to fill up the storage again.”The comments come days after the German government instructed state-owned SEFE Securing Energy for Europe GmbH to buy and store gas in the coming weeks.
Economy Minister Katherina Reiche had resisted calls to intervene for much of the stockpiling season, arguing that utilities and traders were responsible for filling storage sites and that unusually low inventories didn’t threaten energy security.
By contrast, during the 2022 energy crisis, the government spent billions of euros on state-backed gas purchases, helping to secure winter buffers but also driving prices to record highs.
Its approach this year has left Germany reliant on the market to rebuild inventories that were already depleted after last winter. But the Iran war upended the economics of storage for a second year, pushing near-term gas futures above winter prices and eroding traders’ incentive to put fuel underground.
“We learned the lesson in a hard way, that the price is now even higher compared to the price level that we had in springtime,” Nagel said. He added that “upward risks dominate the inflation outlook for the euro area” and that “gas prices are especially vulnerable.”Germany’s gas-storage sites are now about 59% full, the lowest for the season in records going back to 2009, and below a European Union average of 72%. Grid and storage operators have warned that at the current speed of injections, it will be nearly impossible to meet a legal storage target of about 70% by Nov. 1.
The European Central Bank has raised interest rates twice in response to the Iran war, with policymakers not ruling out further action and economists predicting a final move in December. European gas prices have more than doubled since the start of the war.
