Republican senators say President Trump has fumbled the issue of immigration, something that was an advantage for GOP candidates in 2024 but is now a growing political liability for their party. Several GOP senators told The Hill that Trump's deportation policy has gone too far and warn that it's hurting Republican candidates with suburban and Hispanic voters. These GOP critics say Trump’s mass-deportation policies have been too aggressive and are eclipsing his big policy wins, such as reducing illegal border crossings by more than 90 percent since former President Biden left office. “Once you start deporting people who have otherwise been here without incident for 15, 20 years, that’s a gray zone that I think where you find a lot of division of opinion,” said Sen. John Cornyn (R-Texas).
“I always thought that this idea of mass deportations sent the wrong message,” he added.
A nationwide Fox News poll of 1,211ed voters conducted from Sept. 11-14 found that 53 percent of voters thought the Trump administration’s enforcement of immigration laws had gone too far. Of those who said deportations had gone too far, 45 percent said the government was using too much force, while 49 percent said the wrong people were being targeted. Sen. Mike Rounds (R-S.D.), who’s running for reelection this year, said most Americans want Immigration and Customs Enforcement (ICE) to target migrants who have committed crimes other than crossing the border illegally. “Most Americans are saying we are a nation of laws, but with as many people here illegally as we’ve got, let’s make darn sure that our focus is on getting those individuals that have violated our laws with regard to other things other than being here illegally,” he said.
Rounds advised the Trump administration to ease off on immigrants who “are here and that have a court determination that [says] they can be here.”
He suggested “we not go after them” and instead “refocus on those individuals that are actually causing harm within society today.”“Most Americans will tell you that just in terms of their sense of fairness, they would prefer to go after individuals who have been violating our [criminal] laws,” he said. Sen. Thom Tillis (R-N.C.) said he agrees with his Senate GOP colleagues that Trump’s mass deportations have gone too far. “I would rather have 100 illegally present people go free than have that innocent person caught,” he said.
“They’re right." “If you’re going to put somebody through that, you better be damn sure you have a justified basis for doing it,” he said of immigration enforcement sweeps that have caught up citizens and green-card holders. An investigation by ProPublica found that more than 170 U.S. citizens have been held by immigration agents, including some Americans who have been tackled, beaten and shocked with Tasers by federal immigration enforcement officers.
“Aside from it being politically dumb, it’s immoral, in my opinion,” Tillis said. Tillis said Trump’s overreach on mass deportations has eclipsed his significant accomplishments on border security. “Instead of taking that win … we’ve completely masked that enormous success of securing the border, by overreaching and going too aggressively” after mass deportations, he argued. The Hill reached out to the White House and the Department of Homeland Security for comment.
NPR、PBS
An NPR/PBS News/Marist poll of 1,280ed voters nationwide conducted from Sept. 14-15 found that 41 percent of voters thought Democrats would do a better job than Republicans on the issue of immigration. The survey found 38 percent of voters thought Republicans would do a better job on the issue. Sen. Joni Ernst (R-Iowa), who is retiring but represents another Senate battleground state, said people who enter the country illegally broke the law.
At the same time, she asked if there is a “more humane way” to address residents who have lived here illegally for a long time. “It’s hard because, again, they are here illegally but at the same time if they have been contributing members [of society], what is a way that we perhaps could work with the situation and capitalize on it? Is there a way that President Trump could look at these individuals and say, ‘OK, we’ll allow you to stay but we’re going to tax you more … as a way of paying a fine because you broke the law entering the country,’” she said.
GOP lawmakers said public opinion began to shift significantly on Trump’s immigration policies after two American citizens were shot and killed by federal officers in Minneapolis during street demonstrations protesting ICE’s and Border Patrol’s aggressive tactics. The fatal shootings of Renee Good and Alex Pretti, both 37, sparked a public backlash and triggered a 76-day shutdown of the Department of Homeland Security (DHS) after Democrats blocked its appropriations bill.
The DHS was eventually funded in a separate bill that was approved through a budget reconciliation process. Under those budgetary rules, the bill could not be filibustered, and the DHS funding, through the Trump administration, was approved only on GOP votes in the Senate.
Mark Krikorian, the executive director of the Center for Immigration Studies, a think tank that supports restricting immigration numbers, pushed back against the Republican criticism. He argued that Trump took steps to address public concerns after the high-profile shootings in Minneapolis. “They’re doing the job in a more professional and less cinematic fashion,” he said of immigration enforcement officials.
“The complaints now you’re hearing about the current approach to immigration enforcement are coming from Republicans who never supported the president’s agenda to begin with, including Cornyn.”Still, Republican senators are growing increasingly alarmed that Trump’s handling of immigration is shifting Hispanic voters toward Democrats in key races. An NBC News/Telemundo poll of 800 Hispanic voters conducted from Sept. 21-28 found that only 27 percent of them approved of Trump, while 69 percent disapproved.
The survey revealed 7 in 10 Hispanic voters disapproved of Trump’s handling of immigration and that 20 percent of Hispanic voters who backed Trump in 2024 now said they do not prefer a GOP-controlled Congress. Cornyn, who represents a state with a large Hispanic population, pointed to a recent ad by Rep. María Elvira Salazar (R-Fla.) criticizing Trump’s immigration enforcement efforts for having “gone too far.”“She’s saying what a lot of Hispanics have been thinking, which [is] very aggressive enforcement against people who aren’t criminals, who aren’t a threat to public safety — among Hispanics, particularly — there’s a sense it’s gone too far,” he said.
“Among Hispanics, in the polling I’ve seen [it] indicates that that is a problem,” he added. Cornyn said the Hispanic vote could be decisive in determining the outcome of the Texas Senate race between state Attorney General Ken Paxton (R) and state Rep. James Talarico (D). Polls have shown Talarico with a lead in the race, which the Cook Political Report lists as a toss-up contest.
Republicans are defending a Senate majority where the map continues to get wider. Cook on Tuesday moved the Kansas Senate race to toss-up, and the race to succeed Tillis in North Carolina as likely Democrat. Sen. Jim Justice (R-W.Va.), who hails from one of the most pro-Trump states in the country, last week told Politico that the Trump administration should reconsider its aggressive immigration enforcement policies.
“Before you know it, you get people that get carried away in their job and whatever it may be, and all of a sudden, then you’re dragging people away that have lived on your street corner for 15 years, and I don’t know that we need to be doing that stuff,” Justice told the publication. The popular former West Virginia governor, however, backtracked after his comment gained widespread attention. “Let me be crystal clear: I support President Trump’s immigration strategy, full stop. It’s not surprising that some are twisting my words to score political points, but there should be no confusion about where I stand,” Justice later explained in a post on the social platform
