BANGKOK -- Southeast Asia remains vulnerable to energy shocks and need to work together in connecting their power grids to cushion the impact, according to experts, as high oil prices hit businesses and households across the region.

"One particular thing to be wary of for ASEAN is energy shock," said Krishna Srinivasan, the International Monetary Fund's director of the Asia and Pacific Department on Wednesday.

He spoke during the IMF and World Bank's annual meetings in Bangkok that run through Sunday.

Many countries in the region rely heavily on energy imports. According to World Bank data, the Philippines imported 58% of its energy use on a net basis in 2024, Thailand 57%, and Vietnam 48%. The figure stood at 294% in resource-poor Singapore.

High oil prices this year stemming from the Middle East crisis due to the U.S. war with Iran have had a substantial impact on these economies, causing inflation Scott Morris, vice president for East and Southeast Asia, and the Pacific at the Asian Development Bank, said the region should strengthen energy security and connectivity to absorb risk in the long term, particularly by revving up an ASEAN power grid initiative that has been floated for nearly 30 years but has barely seen progress.

"The ASEAN power grid is really a flagship of this," he said. "It's the promise of a regionally integrated energy market." The ASEAN power grid project was initiated in 1997 on the concept of connecting the economies through cross-border transmission lines in order to strengthen the region's energy security. It started with an idea to transmit hydropower from Laos through Thailand, Malaysia and Singapore.

The project lost steam after the Asian financial crisis that began that year hit the region. Only last year, ASEAN member states agreed to set up a financing program for the regional grid, seeking to accelerate cross-border connectivity.

During another session on Tuesday, Thailand's Deputy Prime Minister and Finance Minister Ekniti Nitithanprapas also proposed the idea of accelerating the project in order to secure the intra-ASEAN power supply and to cut reliance on imports from outside the region.

"Laos has a huge hydro power system, while Singapore has huge demand for energy, and Thailand can help link them together," Ekniti said.

This year's IMF meeting comes nearly three decades after the Asian financial crisis in which Thailand was among nations hit hard by currency depreciation.

"We have to remind ourselves about the crisis," the Philippines' central bank Gov. Eli Remolona Jr. told the panel.

Apart from connecting energy grids, ASEAN member states should combine their strengths in order to support their economies and boost growth for the whole region, experts agreed.

"You have a lot of young labor forces in Vietnam, rich minerals in Indonesia, good infrastructure and manufacturing in Thailand, while Singapore has a strong financial system," said Japan's vice minister of finance, Atsushi Mimura. "ASEAN will be much stronger if they combine all strengths together." The IMF suggested that ASEAN central banks should play a key role in supporting financial stability and providing fiscal headroom to safeguard the economies.

"First, protect your buffers, protect your fiscal space," IMF Managing Director Kristalina Georgieva said. "Let prices do their job, send a signal, rather than using that fiscal space for those who may not need it."
