Arabia’s fiscal buffers and backup oil-export facilities are helping curb the damage to the Middle East’s largest economy from the Iran war, according to the International Monetary Fund.
Despite this month’s escalation that saw the Iran-backed Houthis stage deadly attacks on the kingdom’s main airport, the IMF still sees Saudi Arabia as better placed than its Gulf peers to ride out the upheaval, the lender’s Middle East director said in an interview.
Saudi Arabia “has proved during the crisis its capacity to withstand shocks,” Jihad Azour said on the sidelines of the IMF’s annual meetings in Bangkok, Thailand. There’s “the level of reserves, but also the investment in infrastructure which allowed them to redirect oil exports in a very short time.”The Washington-based lender acknowledges the serious blows dealt to the kingdom, this week projecting the Saudi economy will contract 3.3% in 2026 — the worst performance since the Covid-19 pandemic. Arab neighbors Kuwait and Qatar are both expected to see their gross domestic product tumble more than 15%.

Since the US and Israel attacked Iran in late February, the Islamic Republic and its proxies have targeted some of Saudi Arabia’s major energy sites and blocked its main shipping route through the Strait of Hormuz. That was before new strikes by Yemen’s Houthis killed more than a dozen people and grounded many flights — all less than two weeks before Riyadh is due to host its flagship gathering of global investors.
The world’s largest oil exporter is still getting its product to markets and Saudi Arabia will potentially garner more revenue due to higher global prices as a result of the war. By using the East-West Pipeline to the Red Sea coast, authorities swiftly redirected shipments, helping stabilize the market.
They “developed a framework of resilience that worked well during one of the most important shocks,” Azour said. The IMF forecasts GDP growth at 7.9% in 2027.
Saudi ports have also benefited other members of the Gulf Cooperation Council struggling with logistics during the crisis, an example of collaboration the region should nurture, according to Azour.
“There is an opportunity for the GCC to increase the level of connectivity,” he said. “We recommend the acceleration of integration, deepening their financial markets and also developing a certain number of joint infrastructure projects.”
