The China Securities Regulatory Commission (CSRC) has approved 18 actively managed exchange-traded funds (ETFs), which could channel tens of billions of yuan into the A-share market, as it seeks to strengthen investor confidence and market resilience.
Speaking on Monday in Beijing at the opening ceremony of the Financial Street Forum, one of China’s top national-level economic conferences, CSRC chairman Wu Qing also pledged to crack down on market irregularities as the regulator pushes to manage growing risks from global financial volatility while encouraging listed firms to buy back shares.
The first batch of 18 actively managed ETFs from domestic public fund managers won approval after a three-month review.
Fund managers could announce their offerings as early as Tuesday, with sales starting on Friday and each product potentially raising about 2 billion yuan (about US$300 million), according to domestic media reports.
“The move marks a major step forward in fostering fund product innovation and will bring more incremental capital into the market,” Wu said, adding that the CSRC would broaden sources, channels and access routes for medium- and long-term capital and deepen reform of the public fund industry.
The approval comes amid a deep market correction since July, following a sharp sell-off in technology shares driven by concerns over US sanctions.
Wu vowed the regulator would work to strengthen market resilience and urged efforts to bolster investor confidence as risks increasingly spread across borders, markets and sectors.
“Global markets are showing significantly stronger spillover effects. Greater volatility and correlation can be seen across equities, bonds and foreign exchange markets, deserving close vigilance over cross-border, cross-market and cross-sector risk transmission,” Wu said.
“The CSRC will follow the principle of pursuing progress while maintaining stability. Focused on its core tasks, the commission will further refine the capital market’s balanced investment and financing functions, bolster market resilience and investor confidence,” he added.
Wu said the CSRC would strengthen law-based and stringent regulation while fostering a well-regulated, healthy market ecosystem. He outlined four measures that the commission would soon introduce.
The first would establish a fund-industry monitoring centre responsible for registering private fund shares, collecting data from public and private funds and monitoring risks, he said.
The commission would also issue guidelines on the secure and compliant use of artificial intelligence across the securities and futures sectors, he added.
Wu said it would refine penalty rules for illegal share reductions to crack down on such violations with greater precision.
Lastly, the commission would release guidance on advance compensation in the securities market to better protect the legitimate rights and interests of retail investors, he added.
Other senior financial regulators also addressed the four-day conference. Ding Xiangqun, head of the National Financial Regulatory Administration, said the regulator would step up efforts to upgrade China’s banking and insurance sectors. It would also welcome more foreign institutions and long-term capital to operate and expand their businesses in China, Ding said.
