Germany expects total tax revenue through 2030 to be marginally higher than a projection from May as the economy proves more resilient than anticipated, though the government will have no additional fiscal leeway next year.
The projection shows that federal tax income for this year will reach €379.1 billion ($425 billion), or some €3 billion lower than a forecast given in the previous estimate released in May, the Finance Ministry said in an emailed statement. A cumulative increase over the next four years is projected to amount to €3.39 billion.
Revenue is expected to remain stable despite disruptions from the war in the Middle East, leaving the government in a “robust” position, German Finance Minister Lars Klingbeil said in a statement.
“For 2027, we will not gain any new fiscal leeway overall, but we also will not have to close any new gaps,” Klingbeil said. “However, one thing is very clear: We will have to continue consolidating the federal budget in order to create room for maneuver for the future.”The stable revenue is welcome news for Friedrich Merz’s government, which has come under pressure following a string of state election defeats. But extra funds may mean little in terms of fiscal relief since Germany’s constitutionally enshrined debt restrictions limit borrowing more tightly when the economy is growing. As a result, part of the additional revenue will be offset by a lower borrowing allowance.
Merz last week proposed cutting energy taxes, arguing that the additional receipts could help pay for the measure. Klingbeil countered that he would welcome such a cut but said it would need to be funded elsewhere, arguing that Merz’s proposed financing did not add up.
The government is entering the most difficult phase of its term. It’s pushed through several social welfare reforms and proposed tax increases, but those plans are coming under renewed scrutiny following election defeats in eastern Germany.
The planned savings and additional revenue from new taxes are included in the draft 2027 budget, which parliament must approve by the end of November. If Merz’s Christian Democratic-led bloc and Klingbeil’s Social Democrats fail to reach an agreement, the standoff risks pushing the government into further turmoil.
