The surprise result of Brazil’s presidential election is a major disappointment for agribusiness leaders, with Luiz Inácio Lula da Silva’s victory presenting continued challenges for one of the country’s most important economic forces.
Brazil’s powerful farm lobby has openly supported right-wing opponent Flávio Bolsonaro, with the group of lawmakers dedicated to the industry’s cause hoping to get even closer to power if Bolsonaro won. Lula’s reelection will instead keep the group firmly in opposition.
“Your voices will not be silenced,” said Senator Tereza Cristina, one of the most prominent members of Brazil’s agriculture caucus. “We will be there to hold this government accountable and fight for the country we want,” she said in a social media post, highlighting the strong showing of farm-backed lawmakers in congressional elections.
The farm caucus has frequently accused Lula of favoring small farmers at the expense of larger commercial producers. Tensions with Lula also reflect ideological and policy differences over land rights, environmental regulation, taxes and government support for agriculture, including farm credit and crop insurance. The group had expected Bolsonaro to move quickly to bring down interest rates by shoring up public finances and cutting spending.
The caucus is expected to focus on measures to bring relief for struggling farmers, Arnaldo Jardim, another influential group member, said on the sidelines of a conference in Sao Paulo on Monday. A provisional measure signed by Lula to address farmer concerns was considered insufficient and is set to expire in roughly a month.
But Jardim and other leaders were also seeking to move on after a tense and divisive campaign.
“The election is over, and now we have to focus on the challenges facing agriculture,” Jardim said. “The caucus will work with Congress and the executive branch to defend the sector’s interests.”
Evandro Gussi, chief executive officer of sugar and ethanol group Unica, said the public policies for the industry do not depend on governmental shifts, while Brazilian Agribusiness Association asked for leadership “capable of helping ease divisions in the country.”
