European Council President Antonio Costa, Canadian Prime Minister Mark Carney, and European Commission President Ursula von der Leyen take part in a roundtable discussion in Montreal, Quebec, on October 29, 2026.

Ursula von der Leyen showed determination. And the Canadian audience, faced daily with provocations from US President Donald Trump, supported her stance. In a speech delivered in Montreal on Thursday, October 29, at the influential C.D. Howe Institute, the European Commission president reiterated twice her highly political proposal to make Canada an "associate member" of the European Union "It is an 'association without accession,'" she said as a clarification, with "common ambition and vision." Her remarks drew a strong round of applause, with the entire room rising to its feet.

Two hours later, Antonio Costa, the European Council president representing heads of state and government, also received a standing ovation at the Montreal Council on Foreign Relations (MCFR), another think tank bringing together leading Canadian business executives. "This is the first time I've seen such a welcome even before our guest has spoken," said William George, MCFR's president. Costa did not use von der Leyen's favored term "associate member," calling it "a bold idea," but assured the audience, "I share her ambition. Whether we use this term or another, one thing is clear: Our partnership will be the closest, deepest and most unique possible." This earned him a second standing ovation.
