Most foreign nationals with legal status will now need to have spent 10 years in the country – up from five years previously – before they can apply for this status, which grants access to social benefits and housing assistance. They will also be required to have a clean criminal record, a strong command of English and no outstanding tax payments.

Criticized by some government colleagues, who see it as yet another crackdown on foreigners, and by the opposition, which claims the measures do not go far enough, Home Secretary Shabana Mahmood said, "Until now it has been given almost automatically. From today it must be earned. Those who contribute will settle fastest." The reform aimed to limit legal immigration, discourage illegal arrivals and save some billions of pounds. While not providing a precise figure, the minister acknowledged the savings would fall short of the "£10 billion" previously announced.
