ISTANBUL (AA) - As satellite communications services become increasingly central to modern warfare, militaries face a difficult balancing act: reducing their dependence on these systems without sacrificing the operational advantages they provide.

Imagine walking down a dark, dangerous road, armed with a firearm and a tactical flashlight. Hostile forces and predators lurk around you. Suddenly, your flashlight goes out. Your weapon is still in your hands, the magazine is loaded, and a round is chambered. But you can no longer tell where the next threat might come from. Your smartphone connection has also slowed to a crawl.

This is precisely the predicament the Ukrainian Armed Forces faced. In Oct. 2026, restrictions imposed on satellite communications services provided through Starlink and its military variant, Starshield, exposed a critical vulnerability shared by almost all armed forces in modern warfare.

Low Earth orbit (LEO) satellite networks such as Starlink have become indispensable strategic enablers of combat operations. Large satellite constellations orbiting relatively close to Earth provide low-latency, high-capacity communications. Starlink’s land-based services, with round-trip latency of approximately 25-60 milliseconds and upload speeds reaching 10-30 megabits per second under certain service plans, illustrate the operational value of this architecture.

The rapid transmission of intelligence, surveillance, and reconnaissance data to command-and-control nodes, combat units, and fire-support assets compresses the time between target detection and engagement. Where terrestrial networks have been destroyed or suppressed by electronic warfare, satellite connectivity helps dispersed forces maintain their ability to conduct joint operations. This has been the story of Kyiv’s high-tech way of warfare so far.

The critical technical nuance, particularly for the defense industry, is that the restrictions imposed on Ukrainian forces did not concern satellite internet bandwidth. Instead, restrictions attributed in reporting to decisions involving SpaceX and the US administration limited how fast military platforms carrying Starlink or Starshield terminals could travel while maintaining connectivity.

As of Oct. 23, the reported speed cap remained approximately 160 kilometers per hour. On Oct. 24, however, Ukraine’s Defense Ministry confirmed that stable connections had been restored at speeds exceeding 400 kilometers per hour.

The restrictions particularly disrupted what Ukraine's General Staff describes as mid-range strikes. Since the summer of 2026, Ukrainian strike drones operating at ranges of approximately 50-210 kilometers (31-130 miles) have intensified pressure on Russian supply lines. Some of these operations relied on military-grade Starshield connectivity. The October restrictions consequently disrupted certain mid-range strike missions, particularly those involving high-speed drones.

Another significant consequence involved interceptor drones designed to destroy Russian drones in flight, including systems such as the STING, developed by Wild Hornets. The connectivity restrictions also affected new iterations of high-speed interceptors deployed against Russian jet-powered attack drones.

Moreover, Starlink's importance extends far beyond the battlefield. Since 2022, the network has supported not only Ukrainian military communications but also government institutions, emergency services, and civilian use. Its strategic value in wartime Ukraine therefore cannot be confined to frontline operations or the ability to hit Russian rear areas. Military resilience and societal endurance increasingly depend on the same communications infrastructure. Overall, Starlink means Ukrainian connectivity.

The story of Starlink’s arrival in Ukraine is nearly as instructive as the technology itself. In the opening days of Russia’s war in 2022, Ukraine’s then-Minister of Digital Transformation, Mykhailo Fedorov, publicly appealed to Elon Musk on X to provide Starlink access. The highly visible exchange captured international attention. In fact, the parties had begun negotiating weeks before the public appeal.

By Jan. 2023, approximately 25,000 Starlink terminals were operating in Ukraine. What began as an emergency response gradually became an integral component of the country’s wartime military architecture. Between 2022 and 2025, Ukraine received more than 50,000 Starlink terminals through official channels, with Poland playing a leading role.

The explanations surrounding the October restrictions, however, have remained murky. The confusion over who authorized the limitations is itself a revealing illustration of the strategic dependency at the heart of this debate.

In an Oct. 24 statement, Musk argued that Ukraine had violated the terms of its commercial Starlink service by employing it for offensive military purposes. He also maintained that decisions concerning Starshield rested with the US government. The contractual arrangements add another layer of complexity. Starshield operates through US military cooperation mechanisms, while Poland finances a substantial portion of commercial Starlink access under contracts.

The central question is therefore no longer simply whether military assistance will continue. It is whether a nation can rely on uninterrupted access to a service it has already paid for, particularly during a political crisis, armed conflict, or, in our case: a massive Russian war at NATO’s doorstep.

To Musk's credit, however, rigorous access controls have previously worked to Ukraine’s advantage. In early 2026, a whitelist restricting connectivity to verified terminals compatible with Ukraine’s Delta battlefield management system effectively disabled Starlink connections used by Russian forces. Moscow had obtained those terminals through third-party commercial channels and covert procurement networks. Another distinction matters. SpaceX and Musk did not cut Ukraine off from Starlink altogether.

Instead, the restrictions targeted connectivity aboard platforms traveling above specified speeds. The core problem revolves around the unpredictability and disproportionate operational effects of such measures when it comes to military use. A seemingly narrow technical limitation produced immediate operational consequences in Ukraine. Corporate decisions, contractual provisions, and technical failures can all generate comparable disruptions.

After the Starlink incidents, no defense planner in any NATO nation can assume that commercially operated infrastructure beyond national control will remain available under all circumstances. But this lesson too presents a strategic dilemma. As LEO satellite communications become more deeply embedded in modern forces, militaries must reduce their exposure to external tech dependencies without surrendering the substantial operational advantages these ground-breaking technologies generously deliver. Now that very equation, already on thin ice, will become increasingly difficult to maintain in the coming years.

For much of the Russia-Ukraine War, discussions about the private sector’s role in warfare revolved around Russia’s Wagner Group – its rise, battlefield operations, and eventual collapse following a failed mutiny. Yet the most consequential expansion of private-sector influence in modern conflicts may be unfolding elsewhere.

Throughout the war, dozens of technology companies have directly supported Ukraine’s civilian, humanitarian, and military requirements. SpaceX has provided satellite communications. Maxar, Planet Labs, and BlackSky have supplied intelligence, surveillance, and reconnaissance capabilities. PrimerAI and Recorded Future have delivered AI-enabled analytical services. Palantir has helped integrate large-scale data analytics into military decision-making. Ukraine has also launched Brave-1 Dataroom, a Palantir-supported initiative designed to process military-grade big data and train artificial intelligence models.

These developments raise a fundamental strategic question: what happens when private technology companies acquire the ability to make decisions that can shape the course of conflicts between nations? How do executives view the world when they control capabilities that presidents and generals cannot readily replace? And, more importantly, how might they seek to shape that world? One thing is clear: the immediate lesson from the Starlink episode is the importance of assured access to space-based capabilities. The second is the need to diversify suppliers over the long term. But diversification is easier to prescribe than achieve.

In Jan. 2026, Finnish satellite company ICEYE announced an agreement expanding Ukraine’s access to radar satellite imagery. Synthetic aperture radar capabilities provide valuable reconnaissance support even under adverse weather conditions. They are not, however, a direct substitute for LEO satellite communications.

Following the latest crisis, Ukraine’s Ministry of Defense signed a letter of intent with ICEYE and Nokia to develop an independent satellite communications infrastructure. The initiative represents a potentially important step toward greater technological autonomy. Its limitations are equally clear.

Starlink enjoys a vast constellation comprising thousands of satellites, extensive global coverage, and substantial aggregate communications capacity. With the first satellites of the proposed ICEYE-Nokia system scheduled for launch in 2028, the initiative cannot realistically replace Starlink in the near term.

All in all, the Russia-Ukraine War has reached a point where military power can no longer be adequately understood through state-centric models alone. The companies that manufacture the flashlights may eventually gain a say in which roads armies travel at night. And some may want precisely that power.
