The European Bank for Reconstruction and Development (EBRD) has invested €2.5 billion ($2.8 billion) in Türkiye so far this year, including €1.7 billion ($1.9 billion) in green projects, and expects its total investments to reach €2.7 billion ($3 billion) by the end of 2026, reaching a record level.

EBRD President Odile Renaud-Basso praised Türkiye as a leading emerging market “that is really embracing the green agenda,” speaking at the bank’s London headquarters ahead of the 31st UN Climate Change Conference (COP31), to be held in the southwestern Turkish province of Antalya on Nov. 9-20.

She said that while many countries had made numerous commitments under the Paris Agreement to limit the global temperature rise to 1.5C, achieving the goal would require intensive efforts, and Türkiye would use COP31 to showcase its progress in implementing those commitments.

She noted that the global fight against climate change had faced challenges over the years, including the COVID-19 pandemic, the Russia-Ukraine war and the Middle East conflict. While these developments affected markets and created obstacles, they also accelerated the transition to clean energy.

The energy crisis caused by supply disruptions in the Strait of Hormuz fueled interest in renewable energy.

“A country like Türkiye is really accelerating its efforts in terms of renewable energy, but we also see this in countries like Egypt, where there is a real scale-up of investment in this area by the private sector, particularly private developers,” she said. “In a way, this could reshape the geopolitics of energy, because some countries that are poor in fossil fuels could be very strong in renewable energy and could become exporters of green energy -- they could become real energy hubs at the regional level.”Renaud-Basso said energy security and costs were the main drivers behind accelerating green energy investments, but certain hurdles remained regarding the investments themselves and the countries where they would be directed.

She urged governments to align policies and regulatory frameworks with targets related to market incentives, energy efficiency, recycling and similar issues to attract the necessary investments.

Aligning macroeconomic tools such as fiscal and tax policies is also key to ensuring that multilateral development banks like the EBRD can help close the investment gap.

Renaud-Basso noted that Türkiye had been successful in bringing together different perspectives and in negotiations.

“We are the largest institutional investor, and we have already invested in Türkiye in 2026 -- even before the end of the year, up to now, that amounts to €2.7 billion ($3 billion), of which €1.7 billion ($1.9 billion) is in green projects, a large part of which involves energy efficiency, but also electrification and other projects contributing to the green transition,” she said.

She noted that the EBRD had launched a new flagship initiative spearheaded by Türkiye, the Türkiye Industrial Decarbonization Investment Platform (TIDIP), which has already attracted around $426.7 million in investments.

“(The platform) involves Turkish private-sector companies, other multilateral development banks (MDBs), ourselves, private investors, and concessional funding, all working to invest in new technologies and new approaches to help these highly polluting sectors improve their energy efficiency, and so forth,” she said.

She added that the EBRD would also invest in Türkiye’s railways to contribute to electrification efforts.
