The cartels are losing political cover, and they know it. The Trump administration has treated the Western Hemisphere as a security problem — rather than allow diplomatic courtesy to block needed action. Venezuelan strongman Nicolás Maduro is in U.S. custody. Colombia elected Abelardo de la Espriella, who ran against negotiations with armed groups and won. Argentina, Chile, Ecuador, Paraguay and others have aligned with Washington’s enforcement policies. The Shield of the Americas coalition now coordinates intelligence and operations against cartel networks – but with a handful of exceptions: Mexico, Brazil, Cuba and Nicaragua.

That is the Donroe Doctrine in practice: American predominance in the hemisphere, applied to migration, Chinese footholds and the drug trade.

First, more "legitimate" business. Avocado orchards, fuel theft, mining extortion and chemical import fronts are already balance-sheet items. Second, sharper violence where territory is contested. Leadership disruption and route competition have historically produced spikes in ambushes, not quiet consolidation. Armored "monstruo" trucks, landmines and FPV drones lower the cost of killing rivals and local police. Expect more of it in Michoacán, Jalisco and the border plazas. The premium on it rises when the political umbrellas fold. None of this requires a Cuban collapse date or proof that Petro-era Colombian special forces are running kill teams for the cartels. Latin America’s electoral realignment, the U.S. maritime campaign, the European meth seizures, the foreign-fighter drone pipeline and Mexico’s narrowing diplomatic company are enough.

Cartels are businesses under pressure. They will trade some territory for laboratories, drones and officials who can be bought or frightened. The test is whether the Shield of the Americas coalition raises those costs faster than the cartels and their corrupted political patrons can reroute.
