By Katarina Höije Senegalese Prime Minister Ahmadou Al Aminou Lo said the government could use constitutional means to resolve a standoff over its 2026 budget if talks with lawmakers fail, as the dispute threatens to complicate efforts to secure a new International Monetary Fund program.
Parliament is due to vote on the revised budget on Tuesday after lawmakers from Ousmane Sonko’s Pastef party, which holds a majority in parliament, rejected it this week.
Lo said the government was confident of reaching a deal but ruled out concessions on spending levels, arguing that the cuts to public investment and social spending, and a reduction in fuel subsidies criticized by Sonko’s party, were needed to keep the deficit on track and avoid financing problems.
“If we cannot reach an agreement on Tuesday, we have some constitutional options available to help us stay on the trajectory we have set,” Lo told reporters in Dakar late Sunday.
Finance Minister Cheikh Diba warned that failing to approve the budget would undermine Senegal’s credibility with citizens, businesses and its international partners.
“If this finance bill isn’t approved, it raises a problem of credibility for Senegal, not only with Senegalese citizens and the private sector, but also with the international community and all our partners who provide resources when we need them,” Diba said. “We have a responsibility to meet the assurances we have given them.”Senegal is seeking IMF board approval for a proposed $2.2 billion, three-year IMF program that was agreed at the fund’s staff level in September. The IMF suspended an earlier lending program in 2024 after the discovery of previously undisclosed borrowing. Pastef said talks had taken place but failed to resolve its concerns.
“Dialogue has never broken down,” El Malick Ndiaye, the party’s vice-president of the National Assembly, told reporters, citing delays in receiving budget documents.
Dakar is also discussing its debt burden with creditors, including under the Group of 20’s Common Framework. A prolonged budget dispute could complicate those talks as the government seeks to restore access to financing and put public finances on a more sustainable footing.
Lo said the government prefers dialogue and would explain to lawmakers the rationale for its spending decisions. Abandoning the deficit target, he warned, could make it harder for the state to secure the financing it needs.
“You want to exercise this power of amendment? Exercise it, and take responsibility before your constituents, the Senegalese people,” Lo said.
