Itamar Ben-Gvir and Bezalel Smotrich lead ultranationalist parties that previously joined forces, in deals brokered by Benjamin Netanyahu. They are not on the same slate this time.

Prime Minister Benjamin Netanyahu of Israel has led the country’s most right-wing government in recent years, with two ultranationalist ministers in particular pushing policies and positions that have exacerbated friction with many of the nation’s traditional allies.

These politicians, Itamar Ben-Gvir, the national security minister, and Bezalel Smotrich, the finance minister, who is also responsible for the administration of the Israeli-occupied West Bank, are vocal about expanding Jewish settlements on land that much of the international community considers illegally occupied and designated for a Palestinian state.

Mr. Ben-Gvir leads Otzma Yehudit, or the Jewish Power party; and Mr. Smotrich heads the Religious Zionist party. Mr. Smotrich’s party is running this year on a list with the Zehut, or Identity party, led by Moshe Feiglin, a former member of Mr. Netanyahu’s Likud party.

Mr. Ben-Gvir has refused Mr. Netanyahu’s attempts to team him and Mr. Smotrich again in hopes of ensuring the parties clear the threshold of 3.25 percent of votes in Israel’s proportional parliamentary system so that the right-wing bloc does not lose any votes. Mr. Smotrich had expressed reservations, as well. Polling shows Mr. Ben-Gvir is
