Ukraine’s capital and the region surrounding Kyiv faced another Russian missile barrage overnight targeting energy facilities and bridges, with at least one civilian killed and several injured.

Separately, Ukraine struck the Saratov oil refinery in the Volga region of southwestern Russia, according to a person familiar who wasn’t authorized to speak publicly. Ukraine has stepped up its strikes on Russian oil facilities since Oct. 30 after a lull of about two weeks.

The Saratov facility, with a processing capacity of about 140,000 barrels of crude a day, has been repeatedly targeted by Ukraine and has halted operations several times after previous strikes. The Saratov region’s governor confirmed a overnight attack but didn’t confirm a strike on the refinery.

Ukrainian President Volodymyr Zelenskyy warned of the pending attack on Kyiv in his regular address to the nation on Friday night, citing intelligence reports, and reiterated that protection from airstrikes was “not easy” amid an ongoing deficit of interceptors.

The overnight strikes followed Russian attacks across at least nine regions of Ukraine on Tuesday, and an attack on a humanitarian aid center a day earlier that killed at least 53 people — days before officials from the US, Russia and Ukraine are expected to meet for new talks.

Kremlin forces fired 36 ballistic missiles and 172 strike drones, Zelenskyy said Saturday on social media. Four missiles and 149 drones were successfully shot down, Ukraine’s air force said.

“Energy facilities in the Kyiv and Zhytomyr regions have been damaged,” Kyiv Mayor Vitali Klitschko said on Telegram. “The energy supply in the capital is extremely difficult and this also affected the operation of the city’s heating and water supply systems.”Klitschko posted a video of Kyiv’s Northern Bridge, the city’s main conduit across the Dnipro River, which was also hit and was closed to traffic as of Saturday morning.

In a statement, Russia’s Defense Ministry said the bridge was targeted “because it was used to transfer weapons, military and special-purpose equipment for the Ukrainian Armed Forces.”Separately, Ukraine claimed an airstrike in Russia’s Oryol region, about 500 kilometers (300 miles) northeast of Kyiv. Russian authorities haven’t commented.

Kyiv’s forces struck the JSC “Proton-Electrotex” defense industry facility in the Oryol region with a Neptune cruise missile, the country’s General Staff said on Telegram. “A hit was confirmed, and a fire broke out at the site,” the General Staff said. “The damage is currently being assessed.”The US is expected to meet with delegations from Ukraine and Russia in Abu Dhabi next week in the latest bid to find a resolution to the war in Ukraine, which is fast approaching the end of its fifth year.

Zelenskyy told local media this week that Ukraine needs to “move toward a new political infrastructure” in the US after Democrats won Congressional majorities in Tuesday’s midterm elections.

“We are counting on the US Congress to give more attention to Ukraine, because Russia keeps increasing the number of its attacks,” Zelenskyy said on Saturday. “It is important that support for Ukraine remains among the priorities of US policy.”
