Brazilian President Luiz Inacio Lula da Silva’s re-election preserves Beijing’s most critical foothold in Latin America, while positioning Brasilia to leverage the US-China rivalry over its vast rare earth reserves without picking sides.

Lula, 80, secured an unprecedented fourth term on Sunday after winning 51.8 per cent of the run-off vote to defeat right-wing rival Flavio Bolsonaro. The son of jailed former president Jair Bolsonaro and Trump ally has, however, refused to concede.

Beijing swiftly welcomed the outcome, with foreign ministry spokesman Guo Jiakun congratulating Lula on Monday and affirming that China was ready to work with Brazil to “continue advancing the building of a China-Brazil community with a shared future”.

The outcome keeps China’s largest trading partner in Latin America in the hands of a veteran leader committed to non-alignment, despite growing pressure from Washington to take a confrontational stance towards Beijing.

The result also complicates US President Donald Trump’s efforts to counter Beijing’s expanding footprint across the region and reassert American dominance in the western hemisphere.

Andre Pagliarini, an assistant professor of history and international studies at Louisiana State University, said that with Lula at the helm, the region was unlikely to “fall into step with the Trump administration’s hostility towards China’s presence in the Americas”.

“Lula will not radically change directions on the world stage,” he said. “This means that Brazil’s relationship with China will remain as is.”Brasilia’s balancing act is most consequential in the high-stakes arena of resource competition.

Pagliarini said that Brazilian rare earths were poised to gain greater strategic importance in the coming years, with Lula expected to “leverage Chinese and US interest to secure the strongest possible terms for Brazil”, unlike his electoral rival, who was prone to viewing Beijing as an “ideological enemy”.

Ties between the US and Brazil have been strained since last year, after Trump called for tariffs and sanctions over what he alleged was a political “witch hunt” against the elder Bolsonaro – who served from 2019 to 2023 – and conservatives in Brazil.

Flavio Bolsonaro had promised closer alignment with the United States. In May, he met Trump, Vice-President J.D. Vance and Secretary of State Marco Rubio during a visit to Washington, with Trump praising his first-round election performance earlier this month as a “great victory”.

Lula, by contrast, has repeatedly warned Washington against election interference, declaring in his victory address that “Brazil is no one’s backyard”.

Pagliarini said while Lula remained a pragmatist, an independent foreign policy was “one area that I do not expect him to cede any ground”.

Jiang Shixue, a professor at Hangzhou Normal University and an expert on Latin America, said cooperation with China – particularly in high-technology projects – was expected to move forward under Lula.

He added that Washington’s perceived interference during the campaign had alienated the Brazilian leadership, creating an unintended incentive to draw closer to Beijing.

“The United States has hurt Lula’s feelings,” Jiang said. “To some extent, this provides momentum for Brazil to further develop relations with China.”Guo Jie, an associate professor at Peking University’s school of international studies, said Lula’s victory was “overall positive” for bilateral ties, noting that “communication and coordination mechanisms between the two governments were operating well”. She also pointed to common ground between the two nations on advancing Global South cooperation.

Lula’s re-election also brings relief to the Brics grouping, easing earlier concerns that a right-wing victory could lead Brazil to abandon the emerging-market bloc.

“There were worries before that Brazil might withdraw from Brics if Lula were not elected, but that possibility has now faded,” Jiang said. “This is good news for Brics cooperation.”

“Brazil’s participation in global governance and its efforts to raise its international standing will continue.”
