UK business groups gave Chancellor of the Exchequer John Healey’s first budget a thumbs-down, calling out the lack of measures to support companies.

Lobbie groups including the Confederation of British Industry, British Retail Consortium and British Chambers of Commerce said Healey failed to deliver on his promise of “breathing space” for firms.

“This budget lacks the bold moves that would have made it easier for firms to invest, hire and grow,” CBI Chief Executive Officer Rain Newton-Smith said in a statement. “There is nothing concrete to provide breathing space for the vast majority of businesses who are already dealing with energy bills a third higher than their European counterparts.”The budget had “nothing to ease sky-high energy bills and nothing to make hiring someone more affordable,” the Federation of Small Businesses said.

The BCC said Healey’s package lacked “the big calls that would really shift the economic dial” and that “many firms will have been hoping for a greater impact.”Meanwhile, according to Make UK, the budget “failed to address any of the fundamental costs holding back investment and growth in manufacturing.”

Healey told the House of Commons that he was “proudly backing Britain’s entrepreneurs to succeed,” adding: “I want to build on our strengths to unleash the innovation power of Britain, to drive competition and raise profits in British business.”The collective reaction of Britain’s major business groups is a setback for Healey. The negative feedback comes after he had hinted to executives that he would do more to ease cost pressures.

Some of the pro-business measures announced included a tax cut for businesses in the retail, hospitality and leisure industries, more funding for artificial intelligence and an increase in investment in the National Wealth Fund and British Business Bank.

However, the chancellor also hiked taxes on banks, didn’t reduce employment costs and reduced the long-term generosity of a program that allows firms to deduct capital expenditure from their tax bills.

The downbeat response from lobby groups comes after only a handful of their pre-budget requests were met. That’s according to a Bloomberg analysis of data compiled by the 2030 Prosperity Alliance think tank, which details the measures that business groups and companies had called for.

The most common requests included lower business rates — an unpopular commercial property tax — no further tax rises, and relief from national insurance contributions.

While lobby groups often ask for more than they expect to get, the results show how Healey’s budget still left them wanting.
