Colombia is at risk of default if Congress fails to approve a fiscal adjustment bill, Vice President José Manuel Restrepo said in an interview with local magazine Semana, warning that the country faces a severe economic crisis without the proposed measures.

“If Colombia does not move forward with this rescue bill by the end of the year, the country will enter default next year,” Restrepo said, describing the legislation as essential to restoring fiscal stability and ensuring the government can meet its financial obligations.

Colombia is staring down a challenging fiscal outlook after years of high public spending and weak tax revenue. The government estimates the budget deficit may exceed 9% of gross domestic product next year without a fiscal adjustment.

The Economic Rescue Bill, President Abelardo de la Espriella’s most ambitious legislative proposal yet, would give the government tools to cut or postpone inefficient spending, review earmarked revenue and special funds, and reorganize the public administration. Most of the adjustment comes from raising taxes and other measures to raise revenue.

The bill faced early opposition, primarily over its proposed tax increases, with lawmakers contening that Colombians can’t afford a heavier tax burden as economic pressures mount. Members of the Democratic Center, the largest party of the government’s coalition in the Senate, have said they would support spending cuts and a smaller government but oppose new taxes.

Without the proposed adjustment, Colombia may face a recession, rising inflation and potentially even hyperinflation, Restrepo said. He also warned that more than 1 million people may fall into poverty and that the government could struggle to finance basic operations, including having a national budget.

The country faces a financing gap of between 80 trillion ($25 billion) and 90 trillion Colombian pesos, Restrepo said, highlighting the urgency of addressing the government’s fiscal position. Failure to pass the legislation would further undermine investor confidence and threaten the sustainability of public finances, he said.

The government issued the 2027 budget by decree last month, setting spending at 635 trillion Colombian pesos, a move that has raised concerns among investors.

“A trusted currency has two sides: the side of fiscal adjustment and the side of economic growth,” Restrepo said. “We either save ourselves or we’re screwed. There are no other alternatives.”
