Investing.com -- Democrats won control of both chambers of Congress in Tuesday’s midterm elections, and analysts said the result could add policy risk for AI and data centers, though gridlock should limit major changes in the near term.
RBC Capital Markets’ head of U.S. equity strategy, Lori Calvasina, said the results were likely more significant than most equity investors had expected.
“Overall, the price action in the futures market came across to us as more reflective of continued derisking in the AI / big cap growth theme than a pure risk-off move, given the resilience of the Russell 2000 futures,” Calvasina wrote.
She cited an NBC News exit poll showing that 76% of voters opposed building a new data center in their community.
Bank of America said gridlock remains its base case, as Democrats lack a veto-proof Senate majority. However, the bank sees greater near-term risk from state and local governments in key data center markets.
“We do not expect these policies to derail the AI buildout, but they could make it slower and more expensive,” BofA economist Stephen Juneau said.
BofA’s strategists expect any knee-jerk equity sell-off to be temporary, and they view the dollar’s decline as a near-term setback rather than a turning point.
Capital Economics said the result does not change much near term, but Democrats’ Senate gains in typically Republican states improve their chances of passing tax hikes and AI regulation if they win the next presidential election.
BMO Capital Markets expects the results to amplify volatility in the AI trade, though it said power demand from data centers and reindustrialization remains intact.
Mattioli Woods’ Lauren Hyslop said markets may view the result as a source of discipline.
“The prospect of greater policy constraint could reduce the likelihood of large fiscal or regulatory surprises at a time when investors are becoming more sensitive to deficits, inflation and the cost of capital,” she said.
